Right to Information Act will empower common people. ALL Governance in INDIA needs NRTI Act 2005 implemented effectively and properly to follow RTIA which means Responsibility, Transparency, Integrity and Accountability.

The RTI legislative intent is clear; People are entitled to know how their money is spent. The onus is on all of us to make the Act work. In effect, therefore, the right conferred on the citizen is an exhaustive one. It allows them to assess and examine every government decision, to study the reasons recorded by the government for taking a particular step, and to utilise information so gathered to ensure that government acts in a transparent and just manner. 

 
Indeed, the preamble to the RTI Act puts it well when it says, "democracy requires an informed citizenry and transparency of information" and adds these "are vital to its functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed".
 

Let all RTI ACTIVISTS in INDIA REQUEST their each State’s IT Department and Administrative Reforms Department to ensure that information required as per Section 4 of the RTI Act is necessarily made available on website's of the concerned Departments and also through the CIC's. All of this information made available suo moto. Most of the information from each Department Information made available suo moto on all the websites of Departments.

RTI Activists in their respective STATES in INDIA to promote, Localization of Languages which is a MUST for EFFECTIVE Implementation of RTI Act and all other Acts of INDIA.

There are 18 to 20 official language. For effective implementation of RTI Act 2005 needs Information Commissioners of INDIA need to promote LOCALIZATION of LANGUAGES if it wants to be properly implemented in INDIA.

Only 5 % in INDIA speak English. Only 30 to 40 % in INDIA knows Hindi.

85 % to 90 % of people speak there own STATE LANGAUGE. We need to CATER to these people. This should happen in INDIA. GOI needs to think about this for it's future. Real RTI Activists who are in the field knows about this problems.

Minister Dayanidhi Maran Says Only FIVE percent speak ENGLISH in INDIA. SO 95% of population needs to know RTI rules and regulations in different Languages of INDIA.

Right to information and obligations of public authorities

3     Subject to the provisions of this Act, all citizens shall have the right to information.

4 (1)   Every public authority shall—    

(a) maintain all its records duly catalogued and indexed in a manner and the form which facilitates the right to information under this Act and ensure that all records that are appropriate to be computerized are, within a reasonable time and subject to availability of resources, computerized and connected through a network all over the country on different systems so that access to such records is facilitated;

    The Right to Information (RTI) Act, that empowers Indians to obtain any information about government functioning, is slowly shaping up to be ‘reactive’ in nature. People looking for information have to ask questions, and wait for answers. This model has failed several times (wiki answers, yahoo answers). Making information ‘proactively’ available (like wikipedia) to people is the only way I can see this idea get implemented.

    The next question that arises is the level of confidentiality required in government functioning. It is the state’s responsibility to define lines that differentiate public and private information. Any violation here should be well accounted for.

    The final question lies in its implementation. I can see two ways. In the first way, the government has to open up its software development agencies, thereby letting complete participation, transparency and collaboration from others- working more like an open source ‘bazaar’ development model. The second way is a code for america like model, which can operate privately, and be supported by organizations interested in government transparency and delivery. The engineers of India must understand that they are the greatest stakeholders of the act, or we’ll end up witnessing another idea in Indian democracy that made it to the headlines but never took off.
