eGovINDIA Group, requests Hon’ble Minister Sri Dayanidhi Maran and Government of INDIA to FUND 487 CIC’s of NORTHEAST for FIVE more years. Also requesting to REGULARISE the JOBS of all emaployees at these CIC centers.
487 CIC’s are backbone to provide and deliver eGovernance to Doorstep in NORTHEAST INDIA.
487 CIC's has good INFRASTRUCTURE built up. It needs some more support from GoI.

community.
In this North East, CICs approximately 1000 (one thousand)persons have
been employed in the NE states.We all are working & trying our level best to provide quality Service to the Rural people & maintain the liaison in between the people in different community/different area & even different Govt.Departments also.
We have been employed on a contractual basis for 5 Years. This makes our Future and the CIC very uncertain.
We would appeal to the concerned authority in the greater interest of the People that CICs serve to adopt a long term view of the CIC & CIC personnel and accord it a permanent status.

without government direct support it is difficult to keep stand the CICs in N-E states at the present time as the IT is in the infant stage in N-E compared to other part of India……

It is good luck to CIC and to CIC-Personal that still you are thinking
positive for CIC.
We are trying our outmost to survive and to revive the
CIC.
You have writely mentioned in your mail that without the Govt.
support CIC can’t be run, though its costing is question.
But Sir, if once The E-governance starts the people will also avail the best services from CIC and as such a minimum running cost can be mitigate, above all the service is the main thing, how the rural people will get the IT services at their door steps.
regerding the maintanance of CIC the NET services will be continue through NIC and the Salary matter of CIC-Personal can also be mitigate if the Govt.
think it broadly, the CIC may be used as a major revenue earning agencies. Moreover in the NE states the IT department is very new and can be absorbed to CIC operators on it.
It is to mentioned here that CIC is moving gradually on its end part of agreement and it may be handedover to State Govt.
but in last five years not even a single application has implimented in the CIC by the Govt.
still we are trying but it is not sure when we will be success to impliment the so called E-governance.
Once it starts we can dream for survivel. So, herewith requesting your goodself to take the necessary steps to impliment the projects at NE-States.
We hope your favourable steps in this regard the CIC will be a major IT thrust in the North East States.

We are very happy that you are put on your views regarding Community
Information Centre(CIC). We hope you will guide the CIC and its Operator
for better future.
You point out about G2G service also. It is really needed for the
administration and CIC has such type of set up to assists the
administration. IT has unique system and spread all the block level of the North Eastern States and J&K.
Sir we feel that GOI or States Government will give a permanent shape to
CIC. It is mentionable that CIC brings the IT revolution in the rural area of the NE States and J&K. But it is also true that we cannot compare the IT scenario of NE with South Indian States. Government assistance is needed for Uplifting CIC and the IT revolution of the region.
Sir it is also dilemma about the time frame of CIC i.e. Feb 2007.As per
information, CIC set-up had inaugaurated on 17 th Feb,2007.GOI has been
providing financial assistance for five years. According to that
calculation, GOI will be giving financila assistance to July, 2007.
We hope that your initiative will boost up us in near future

man power in the present CICs in NE & J & K could well
be integrated into the national & state E-Governance
project with necessary redesigning if necessary.Their
grass root level experiences & learnings could be
well utilised while planning for the e- governance

A well planned & executed integration plan could
bring about huge financial savings in addition to

The most conspicuous development in the globalization context has been
the Information and Communication Technology (ICT) influx. It seems to have turned the world into a global village. Endless connectivity,
interactive organizations, information sharing and infinite access have all become the new ICT buzz words. Good governance and a vibrant democracy are critical for human development.
ICT has emerged as a key instrument for influencing the process of governance in various ways and in varying degrees from improving the current service delivery strategies to bringing about innovations in the mechanisms and nature of service.
Hence, the developing world is gradually catching up with the technological advancement to solve its socio-economic problems.
The ICT applications in their goals of fostering a country’s
development, basically aim at:
• Providing decision support to administration for improved
planning,implementation and monitoring of development
programmes
• Improving citizen-administration interface and public service
delivery
• Empowering citizens to access information and knowledge
• Bringing in transparency in service delivery and information sharing
• Highlighting key issues such as project justification, multiple
service centres, and sustained training in planning and
implementing ICT applications.
• Enhancing the accountability of governance mechanisms; and
• Sustaining the development of human resources towards the use of ICT “India lives in villages” said the Father of the Nation, Mahatma
Gandhi. With 1,000 million people and 180 million households, India is one of the biggest growing economies in the world. With the advent of the Information, Communication and Technology (ICT) revolution, India and its villages are slowly but steadily getting connected to the cities of the nation and the world beyond.
Owing to the late Rajiv Gandhi, India is now a powerful knowledge economy, and though India may have been slow to start, it certainly has caught up with the West and is ahead in important respects. The Government, the corporate sector, NGOs and educational institutions have supported rural development by encouraging digital libraries, e-business, e-learning and e-governance.
The location in difficult hilly terrain and remoteness are the main
reasons for the North East being less developed as compared to other
parts of India. The lack of a strong communication infrastructure is also a drawback. In today’s era where information is available at the click of a button, an efficient communication infrastructure is a must for sustained growth and development.
Thus, CICs are playing a vital role in facilitating communication and
information exchange. They are using technology to its best capacity to
improve the lives of the people here and now CIC is going to be so
called FRIENDS (Fast, Reliable, Instant, Efficient, and Network for
Disbursement of Services) for North Eastern India.

Hi All,
This is Udayan Hazarika greets all of you to participating in bringing-up ICT service in North East. Information Technology (IT) is now an indispensable object for development a society. CIC has been fulfilling this need in the North Eastern region. I feel this as a close associate of CIC. From very beginning I have a habit to visit CIC and take its utility. Lots of things have in my notice.
CIC has been setup in the year 2002 of 17 th august with the financial assistance of GOI. This is a real good move of GOI to take care of North Eastern region which always feels that GOI has neglected this part of the country.
GOI has initially providing financial assistance to the year 2007 17th august (according to MOU), but after that? Many close watcher and associates of CIC express their views regarding future of CIC.
V.Kumarswamy-the e-governance group moderator, Nomita Das, Abhishek Singh -the DC of Mokokchung District,Nagaland etc are some prominent viewer.
Among of them, V.Kumaraswamy has point out about job regularization of CIC in his view.
Abhishek Singh has point out to extending the financial assistance of GOI. As a Dc he feels that less density is the also one point of less user of CIC.
Personally I feel that CIC makes a habit in the rural area to involving with IT scenario and it is a big developing matter of the region. But we should not evaluate it from monetary corner. We should accept it a rural development process. Basically large people of the rural area are in below poverty line.
According to the 5th economic census of Assam, 67.88% people of rural area in Assam are in below poverty line. So, rural people cannot ready to pay for the service as a commercial pattern.
According to the fifth economic census (year 2005) of Assam, 53.9% population is unemployed out of total literate population. It is a dangerous track for Assam. I think CIC can help to reduce it, but for that GOI and respective State Governments should take positive decision. The Operators who associate with the CIC since inception are now in indecisive. They cannot know about their future and it is real injustice of them and it should not happen in the country like India
So Personally
I request the GOI and State Governments to regularize the job of CIC Operators and for that formulate a right decision.
Secondly GOI and State Governments have utilized the CIC as a rural development process.
Thirdly, creating more employment under CIC. Fourthly GOI and States Governments should giving importance to popularize it.
Hope CIC is working as a lead government agency for development process in near future and all of us to watch closely for it.

A Primer on CIC Project in Assam
I agree with your observations regarding CICs. As a Deputy Commissioner in Nagaland, I am associated very closely with the functioning of CICs. I have 5 CIC centres at the block headquarters in my district. Connectivity is good. Internet access is fine. What is lacking is that we are still in the process of putting data and information that is relevant to citizens and once that is done, the CICs will be used more by people. Till then it is not possible to make them financially viable and so they face an uncertain future beyond Feb 2007. State Governments will find it difficult to take over them as salary and establishment costs will be quite high. May be GoI support is warranted for at least a couple of more years. Unfortunately, major share of IT investment lands in AP, Karnataka, TN etc and NE gets left out. Broadband, SWAN are a must now. CICs are useful not only for G2C exchange of information but also for G2G. In mokokchung I am trying to evolve CICs on the lines of E Seva centres of AP and Bangalore 1 centers but the volumes of transactions is quite less mainly because of less population densities. Anyways, would welcome ideas and suggestions on how to revive them

Over a period of four months I familiarised myself with the various facets of the CIC project in Assam, trying to understand the real problems and issues around this much lauded but neglected unique infrastructure enjoyed by only two regions of the country- J&K and the North East.
There is only so much one can learn remotely. So I decided to pay my ‘informers’ a visit in early May. My agenda was phased into two parts. Firstly, to meet with CIC/NIC staff who I had been corresponding with,and secondly,to meet with State level officials responsible for the planning, implementation and administration of the project. I called a meeting in Guwahati, Assam. The timing was problematic, Assam was gripped in the fervour of State elections and CIC staff were caught up in them working round the clock in the electronic collection, feeding and dissemination of results from the various polling stations around the state. Another example of the utility value of the CICs. Therefore, I was appreciative of the number of people who turned up for the meeting. It was nice to put faces to names including new names, more CIC Operators and technical staff from NIC, including the President of the All Assam CIC Employees Association. I was also glad that special invitee Bano Haralu, Senior Special Correspondent NDTV, was also present. My premise for inviting Bano was to get a major national TV channel interested in a unique developmental issue in the otherwise mainstream media shunned NE.
The meeting lasted for a good three hours and involved an indepth, open discussion on various facets of the CIC project in Assam:
1. Current CIC status- Perceived usefullness
2. Problems/Issues- CIC staff issues,communication problems with concerned authorities, running costs of CICs,disparities in service levels,infrastructure and technical problems, sustainability of project beyond 2007
3. Proper utilisation of CICs- current service offerings, suggestions on new and improved services, potential to emerge as both knowledge and service hubs
3. Future of CICs- short-term and long-term goals.
All in all, the discussions revealed two important themes around the CIC project. There exists a sense of helplessness and isolation among advocates of the project in the face of the response or lack thereof from the state gvernment. This is a result of a complete absence of communication between the government and personnel on the ground. In the last five years since the inception of the project, the government had not shown an iota of interest in establishing a formal system of studying, monitoring and improving the project. This may be due to two reasons. With a fledgling IT department, it may be safe to assume that there were problems in understanding the concept behind the CICs or ICTs for development on the whole. There is no doubt that a project of this scale and magnitude will have to have government backing. Most times, this boils down to the interest of one individual, agency, body or organisation. Personally, I do not think there was anybody internally or from the outside who had the interest or the knowledge to make the government sit up and take notice of the CIC project. The sustainability of the CIC project come February 2007 and the subsequent regularisation of CIC staff jobs is the foremost issue needing attention. CIC personnel made desperate attempts to be heard by writing to local MLAs, MPs, Disctrict Commissioners, all the way up to the President of India. They also posted their grievances on various online chat groups. At best they found a sympathetic ear, and a whole lot of opinions.

Its really pleasant to hear about the efforts that you
are putting in get the CICs project to succeed.
From my hands-on experience with couple of citizen
services delivery centres proejects in India, enclosed
are few suggestions
– The usage of any CIC shoudn’t be limited to
Information or Services dessimination from Government.
This will only create one-way traffic and hence lower
number of transactions
Integrate CICs with
a) Telemedicine Solution
b) eLearning Solution
c) Agriculture Extensions
d) Disaster Recovery Cells
e) Public Grievance Systems
f) Public Radio System
g) Use it as Post Office (ePost)
h) Use it for complaints register (Police integration)
i) Employment exchange integration
j) Crop insurance companies
k) Fertilizer firms
l) Microfinancing companies
m) Tie-up with a Telebrands firm to promote their
products and sell them
The idea is to design a business model which has got 3
angles to it
– Government Services – Mandatory to be provided
– Social Services – to be built in over a period of
time
– Commercial Services – for the financial viability fo
the centre.
In the absence of any solid finacial model for CICs it
will not be able to sustain on its own.
And personally i am completely against charging extra
money from citizens for the government services. It
is the duty of the government office to provide the
service. The failure of the government machinery to
provide serivces on time and without corruption and
red tapism should not and cannot lead to over burden
on the citizens.
Its really unfortunate with any government body says
that their citizen services centre project is a great
success where they are charging service charges from
citizens. In fact it is sheer failure of that
government to provide good services and hence citizens
are ending up paying extra money. Taking this view
eSeva is a success for CMS & Ram Informatics but
failure of GoAP machinery.
Therefore my suggestion is to take a step by step
approach. Please
a) Organize a Participatory Rural Appraisal to
understand the needs of ur people in the district.
Prioritize them
b) Identify the services requirement and categorize
them
c) Add all the peripheral commercial services to every
priority need item. e.g. if the high priorty need is
information about higher education.
Government Free Services: Information services about
universities/ colleges/ streams etc.
Commercial Services: Get NIIT/ Aptech/ TCS/ MBA
institutions etc to participate and promote their
services and CIC to charge for it (again not from the
citizens but from the agencies)
d) Prepare a financial model with equal focus on
government services, social welfare services and
commercial services
Most important get 2 nominees from each tehsil/ taluk
as a citizen representative for this project and
involve them end-to-end.
A citizen buy-in is required to get success in
projects like this.
Last but not the least…use the power of Radio and
local television to create awareness.
Sir, I am sure you must have already looked into most
of it but thought of writing about all my thoughts.

jammu , jammu and kashmir. sir we have read your detailed report
about research on cic project in the state of assam and we
heartly appreciate your efforts in bringing the cic project in

Orissa. sir we people too have to face the similar problems being
faced by the cic staff in north east.
it is very surprising since the govt of india had spend such a large amount for GRAMSAT in Orissa , but they have no plan for the future of GRAMSAT staff.
if they had no plan for GRAMSAT future then why they had
started such a project.
now GRAMSAT operators have almost spend 3to 4 years in respective GRAMSATs and till now they are uncertain about their future.

eGovINDIA is a group dedicated to promoting true e-governance in India, consisting of members from all walks of life from within INDIA and the World over. The CIC (Community Information Centre) project was started under the Ministry of Communication and Information Technology (MCIT) and was launched in August, 2002 with the help of State Government for extending ICT services to the rural people of the NE Region. The 487 CIC’s in the 8 North Eastern States including Sikkim.
These 487 CIC’s can become North East Knowledge Assistance Centers “NEKAC”. This should be done to celebrate the 60th anniversary of our Independence. On this occassion please regularize the jobs of all employees working at all these CIC’s.
NE Knowledge AssistanceCentre “NEKAC” has potential to assist the States and Central Government to get data from the villages. For example, the States acquire data from the village health centres and then transmit the same to government of India.
Every CIC is well equipped with Good Infrastructure including one Server machine, five Client system, VSAT connectivity , two UPS (1KVA & 2KVA), one Laser Printer, one Dot Matrix Printer, one Web Camera, one TV with IRU (for video broadcasting) and are run by two Skilled Person.
CICs are already there in each Block of the District with Govt. provided infrastructure and man power, the CICs can cater to the peoples need in a batter manner than an NGO and also to the Govt�s effort proper implementation of the e-governance program.
These 487 CIC’s can be used to develop IT Awareness among the masses and pace with the rest of the world like other states of India such as Karnataka where the people are already getting benefits from the projects like BHOOMI. These 487 CIC’s should be a part any e-governance program of NORTHEAST and in taking each district in NORTHEAST ahead in this process and in becoming a knowledge power as envisioned in the planning commission�s INDIA VISION 2020 document.

Delivering E- Governance Service through CIC:-
Delivering E- Governance may be defined as delivery of Govt. Services and Information to the Public using Electronic means. Using IT in Government Services is an efficient speedy and transparent process for disseminating Information to the public and other agencies and for performing Govt. Administration Activities.
CIC’s are in rural remote areas of NE Region. The facility of Satellite based Communication System of CIC’s help remote masses in various respects of IT development. After completion of this project, the Ultimate Rural Masses are going to suffer.
By the services of CIC’s the IT knowledge is gradually developing among rural masses. They are getting Internet services in a minimal cost.
The reliable Internet Communication System through VSAT, help students to collect their Information about various examination, results, education information, career guidance, downloading various forms etc.
Now through ASHA Service farmer registration and unemployed youth registration brings a great revolution among the rural people in the field of Agriculture, Horticulture, Pisci Culture and Business Marketing. They are getting every day market price list in CIC.
All Operators have been served in fix pay since inception of this project. Operators are dedicating their most vital part of life in this job for bringing the IT to the Rural masses. The value of commodities and services has been increased for the last three years. So we on behalf of all CIC Operators would like to request our government through you to give us some incentive from state Govt. as DA / Security of Livelihood. It will give us really encourage doing more hard works.
The main Objective of Establishing such CIC Centres is to provide Information and Communication Technology (ICT services) to the Rural masses in NORTHEAST. After spending such a huge Amount (nearly 200 Crores), the government have not introduce the services through CIC.
CIC’s can provide the following information and this information need to be made available at all 487 CIC’s for the benefit of people of NORTHEAST.
1. Information on health plan spending and the new plans on NRHM – National rural health mission is not available on the State Govt. website. These should be made available at all CIC’s NETWORK in TRIPURA State for the people in each BLOCK can access the information easily.
2. How each STATE Government is going to spend and allocate FUNDS allotted by Central Govt. to Districts, Blocks and Villages ? These information need to be available at all CIC’s for the benefit of People of NORTHEAST.
3. The break up of health spending under various departments say health, allocations to the PHC’s, CHC’s etc. All of these need to be made available at all 487 CIC’s of NORTHEAST STATES.
Let us do the following also at CIC’s:
Make information to go to the door steps of citizens in NORTHEAST through these 487 CIC’s and spread the Knowledge among citizens.
Spread Transparency and Accountability in all levels of Govt. through these 487 CIC’s in NORTHEAST.
eGovINDIA and eGovNORTHEAST will be able to join the efforts of all of you in getting NEKAC to be implemented at all 487 CIC’s.

Dear Sir,
I am interested to join this group as I am also part of CIC working as
an operator since its launch and I have seen the impact made on the
local people and the vilages as a whole.
The CICO’s are the key players in promoting the services of e-gov to the local people but the services are not yet provided in the centres of North East and Sikkim.
And also as Mr.Umashankar as termed it as we need to work as Mother Teresa style but the CICo’s who have had worked selflessly for the project for the people are now de-moralised due to lack of government interest,recognition and regularisation.
The governmet just planted trees but but they need to water them to grow well.

Thanks for point out the CIC Operators problems and
needs. Your effort is really appreciatable.
Sir it is high time to declare a clear vision for CIC
and its Operators future. CICOs are working hard in
different segment since its inception. Last Assembly
Election of Assam, CIC Operators had play a majore
role to success its IT part. They did updated data,
designing forms,checking mails and informed respective
officers etc.
CIC is a now essential parat of the system, So We hope
government will have to take a good decision for
theyer favoure.
We also request you to giving proper guidence to the
Government for CIC and its Operators future.
Job Regularization is really needed for it. Now IT is
a Important Department for Government, So its people
should have a regular position.

eGovINDIA is a group dedicated to promoting true e-governance in India, consisting of members from all walks of life from within INDIA and the World over. The focus of this group is true e-governance and use of open source technology in e-governance. The members of this forum have a passion to see a truly e-governed India, resulting in transparency and easy access to government services by the common man, notably the depressed class people (so called untouchables), women and people living in far flung and difficult areas of India.
The CIC (Community Information Centre) project was started under the Ministry of Communication and Information Technology (MCIT) and was launched in August, 2002 with the help of State Government for extending ICT services to the rural people of the NE Region. The 487 CIC’s in the 8 North Eastern States including Sikkim.
These 487 CIC’s can become North East Knowledge Assistance Centers “NEKAC”. This should be done to celebrate the 60th anniversary of our Independence. On this occassion please regularize the jobs of all employees working at all these CIC’s.
NE Knowledge AssistanceCentre “NEKAC” has potential to assist the States and Central Government to get data from the villages. For example, the States acquire data from the village health centres and then transmit the same to government of India.
Every CIC is well equipped with Good Infrastructure including one Server machine, five Client system, VSAT connectivity , two UPS (1KVA & 2KVA), one Laser Printer, one Dot Matrix Printer, one Web Camera, one TV with IRU (for video broadcasting) and are run by two Skilled Person.
CICs are already there in each Block of the District with Govt. provided infrastructure and man power, the CICs can cater to the peoples need in a batter manner than an NGO and also to the Govt�s effort proper implementation of the e-governance program.
These 487 CIC’s can be used to develop IT Awareness among the masses and pace with the rest of the world like other states of India such as Karnataka where the people are already getting benefits from the projects like BHOOMI. These 487 CIC’s should be a part any e-governance program of NORTHEAST and in taking each district in NORTHEAST ahead in this process and in becoming a knowledge power as envisioned in the planning commission�s INDIA VISION 2020 document.

Citizen of INDIA has RIGHT to KNOW what is happenning! . Your INSTITUTION is a PUBLIC AUTHORITY as per RIGHT to Information Act 2005. You did not respond to my previous emails.
WHY YOU GET AGITATED NOW ? We are asking what RCILTS have done in developing the LOCALIZATION of Languages.
If you had answered proerly in the first place for our emails, nothing would have happenned like this. YOU DID NOT DO IT, THAT IS WHY I NEEDED TO SEND EMAILS AFTER EMAILS. This is not abusive. YOU THOUGHT WE WILL FORGET ABOUT THIS RCILTS.
As long as your institution got funding from DIT, you better tells us what you have done with that funds? BY getting ANGRY, you are going to make life miserable for RCILTS. You think we will go away !!! NO chance.
Please provide all the information about your RCILTS. Please appoint PIO for your institution and let me know about that. Then I will ask that PIO to get information about RCILTS. This has to be done according to Right to INFORMATION Act 2005.

Let me tell y! ou we are all academics, and there has been no wrongdoing anywhere. Have we solved the problem of localisation? Of course not! It is a big issue and it will take years. Have we made some contributions? Yes we have. Could we have done more? Probably. It is very difficult to quantify goals and achievements in R&D work. Can we do more? Yes we can. We have applied for a second phase of funding, and we hope the Govt. of India provides the funds. “Whistle Blowers” like you will delay such funding. Are you trying to get part of the funding for some organisation you are involved with? I hope not.

You all must know the progress made by these FOURTEEN RCILTS Centers. You all know that each one of the Centeres got funded to the tune of 1 to 2 Crores. Some might be even more.
Conceived in the millennium year, The Resource Centre for Indian Language Technology Solutions, Indian Institute of T! echnology Guwahati, is one of fourteen such Centres, spread all over the country, set up to provide information in various Indian Languages in Electronic form and make ! them available in native languages aiding the dissemination of information to the larger masses.
Funded by The Ministry of Communications & Information Technology, Government of India, this Centre concentrates on hosting information in Assamese and Manipuri, the official languages of the North-East Indian states of Assam and Manipur.

Did these centeres solve the problems of Localisation of Languages in INDIA ? What was the General Dir! ection given to these centeres when money was FUNDED to these centeres ?
Does the DIT has any signed documents o these FOURTEEN Centeres! ? If YES, Can we have a copy of that please.

Transiting from catch-up to competitive phase ICT is the enabling technology for productivity
enhancement and socioeconomic development.
There is sprawling digital divide between nations
basically due to non-affordability of IT appliances
and non-availab! ility of requisite computing facility –
fonts and software tools – in local languages.
Conscious efforts are being made through UNESCO
in this direction. Certain nations have also initiated
their own programmes to develop information
processing tools and applications in their languages.
India has taken a major initiative towards ensuring
ICT in local languages for rapid socio-economic
development and participation of people at large.
With this backdrop, the national mission on
‘Technology Development for Indian Languages’
promoted development of basic information
processing tools and linguistic resources for Indian
languages through academic and government
supported R&D insti! tutions spread over the country.
There are 22 officially recognized languages and 11
scripts in vogue in India. One script may be used for
more than one language. Hence, India is a unique
country with multilingual, multi-script environment.
Although with her talented manpower, India has
emerged as pioneer in Information Technology, with
the ability, to handle turnkey projects from abroad at
lower cost, higher accuracy and at faster pace.
However, purchasing power as compared to
developed nations such as USA is 1/15. In India
illiteracy persist at about 34.6% and literacy in
English is less than 5%. This necessitates support
for R&D in the focused areas to develop basic
information processing technologies and
consolidating and packaging them in user friendly
form and releasing them to the masses for free-use.
This will greatly promote people’s participation in
the process of using this tech! nology and developing
innovative products and services.
Besides, the activities towards preparing for knowledge based
society would be through the projects such as cross
lingual information access, mult! ilingual search,
voice-enabled query system, etc. Report on the
release of fonts and basic information processing
tools for Tamil and Hindi entails list of various tools
and linguistic resources being available for free use.
Similar releases will follow for other languages.
ELITEX-2005 showcased the multilingual products
and services under the theme “Grass root
applications using ICT�.
There is lot more in the open domain which needs to
be searched and integrated appropriately into user-friendly
tools/ products for free use in the multilingual environment.
UNESCO downloads covers the free downloadable software
on UNESCO website under different categories su! ch as
Operating System, Digital Library, Development Tools,
Productivity Tools, Science, etc. Identification of such tools
and integrating them into user friendly products and services
for mass use in developing countries is desirable. Prof. R.K. Joshi,
highlights the issues about Font Designing and Font Technology
in the context of complex Indian scripts in great detail in the article
“Indian Language: Font Designing and Font Technology�. The
article on “Smart Fonts� discusses various issues related
to smart font such as what is Smart Fonts, what are different
smart font formats, what is Graphite, why was Graphite developed,
how is Graphite different from OpenType and other complex
script technologies? “LaTex� tool is a powerful macro-based
text formatter written by Donald Knuth, and is popular in the
scientific community. LaTeX is the de facto standard for the
communication and publication of scientific do! cuments. This
is in open domain and can be used for multilingual publication.
The article on “Digital Library of India� describes various
activities like digitization of books, manuscripts, magazines,
journals, etc., and development of Digital Library! tools like
Cross-lingual Information Access, Multilingual Crawler, Multimodal
Interface for physically challenged, Automatic search Indexing
tools, Multimodal authoring tools, Text summarization, Folk
songs search and retrieval techniques undertaken at different
centres like CDAC Kolkata, IGNCA Delhi, IIIT Hyderabad,
IIIT Allahabad is covered. Greenstone: a suite of software for
building and distributing fully-searchable, metadata-driven digital
library, digital library collections, and features of ABBYY FineReader 7.0
Professional Edition, optical character recognition (OCR) system,
with high-recognition accuracy and format retention facility are
also described. Th! ese basic technologies will enhance IT applications
in local languages and facilitate the country transit from catch-up
phase into competitive phase.

Dear Mr. Gautam Barua,
It is surprising to see that there is so much agitation in giving information. I write this as an individual who has been struggling with Assamese font and I must tell Mr. Barua that we have not been able download your font from the website. A young Assamese engineering student has on the other hand developed a very easy Assamese font called “Minoti” and we are able to work on that perfectly. This young man did not have access to money to develop the font at all!! Therefore all that we (I have been named the contact person in Assam in one of the very first mails, i was not contacted at all) want to know is how have the resources been used in your RCILTC which over a crore?
It is also very strange to see why you are asking if Mr. Kumarswamy wants the funds to be diverted elsewhere? Why does this question arise at all? Do people of India who pay taxes (out of which such ventures and the salaries of researchers are funded) or who get indebted when external funds are accessed by the country not have a right to know what is happening with their money?
It is our right to get information and that is all we are seeking!

Regularize the job of all 487 CIC Centers Operators and Employees.
We are writing this letter on behalf of all 487 CIC centers Employees and Operators. We want you to make these centers as SHOWCASE for the rest of the country. All the following information in this email is gathered through email letters of different CIC’s and personal contacts of CIC’s.
Our efforts are to make these 487 CIC’s of NORTHEAST as REAL STAKEHOLDERS in implementing the eGovernance, RTI act and other Citizen Centric services through these CIC centers.
The CIC (Community Information Centre) project was started under the Ministry of Communication and Information Technology (MCIT) and was launched in August, 2002 with the help of State Government for extending ICT services to the rural people of the NE Region. The 487 CIC’s in the 8 North Eastern States including Sikkim.
NIC has done so much by establishing these 487 CIC’s in NORTHEAST and now do not go and give it to NGO’s. These NGO’s are not the REAL STAKEHOLDERS. Let CIC’s and LOCAL People of NORTHEAST participate.
Every CIC is well equipped with Good Infrastructure including one Server machine, five Client system, VSAT connectivity , two UPS (1KVA & 2KVA), one Laser Printer, one Dot Matrix Printer, one Web Camera, one TV with IRU (for video broadcasting) and are run by two Skilled Person.
CIC’s are playing an important role in the block level for the development of rural masses. CIC center of each District should be included as part of the district Administration’s eGovernance scheme.
CIC’s and others have come to know that DRISTEE FOUNDATION a Delhi based NGO has already signed a M. O. U. with the respective district administration of Sonitpur, Lakhaimpur for the implementation of e- governance. WHY THIS NEEDS TO HAPPEN ? What would they know ? No deals to be handed out like this. DO NOT FORGET THE REAL STAKEHOLDERS.
CICs are already there in each Block of the District with Govt. provided infrastructure and man power, the CICs can cater to the peoples need in a batter manner than an NGO and also to the Govt’s effort proper implementation of the e-governance program.
These 487 CIC’s can be used to develop IT Awareness among the masses and pace with the rest of the world like other states of India such as Karnataka where the people are already getting benefits from the projects like BHOOMI. These 487 CIC’s should be a part any e-governance program of NORTHEAST and in taking each district in NORTHEAST ahead in this process and in becoming a knowledge power as envisioned in the planning commission’s INDIA VISION 2020 document.

Online Conference.

Income Certificates for cultivators/farmers
Income Certificate for services holders
Land holding certificates

Recently Hon. Chief Minister launched Assam Small Farmers Agri-Business Consortium for the development of the farmers of Assam. The registration of the Farmer is going on through the CIC.
Through the Computer awareness training’s by CIC’s the IT knowledge among people is gradually developing. This should continue. Through these 487 CIC’s Northeast can become a force i the area for YOUTHS, SHG’s and others to know more information and gather information at all block levels.
Delivering E- Governance Service through CIC:-
Delivering E- Governance may be defined as delivery of Govt. Services and Information to the Public using Electronic means. Using IT in Government Services is an efficient speedy and transparent process for disseminating Information to the public and other agencies and for performing Govt. Administration Activities.
What will happen if CIC not continue after 5 years ?
CIC’s are in rural remote areas of NE Region. The facility of Satellite based Communication System of CIC’s help remote masses in various respects of IT development. After completion of this project, the Ultimate Rural Masses are going to suffer.
By the services of CIC’s the IT knowledge is gradually developing among rural masses. They are getting Internet services in a minimal cost.
The reliable Internet Communication System through VSAT, help students to collect their Information about various examination, results, education information, career guidance, downloading various forms etc.
Now through ASHA Service farmer registration and unemployed youth registration brings a great revolution among the rural people in the field of Agriculture, Horticulture, Pisci Culture and Business Marketing. They are getting every day market price list in CIC.
All Operators have been served in fix pay since inception of this project. Operators are dedicating their most vital part of life in this job for bringing the IT to the Rural masses. The value of commodities and services has been increased for the last three years. So we on behalf of all CIC Operators would like to request our government through you to give us some incentive from state Govt. as DA / Security of Livelihood. It will give us really encourage doing more hard works.
The main Objective of Establishing such CIC Centres is to provide Information and Communication Technology (ICT services) to the Rural masses in NORTHEAST. After spending such a huge Amount (nearly 200 Crores), the government have not introduce the services through CIC.
CIC’s and also others want to request the following information need to be available at all 487 CIC’s for the benefit of people of NORTHEAST as per the RTI Act 2005.
1. Information on health plan spending and the new plans on NRHM – National rural health mission is not available on the State Govt. website. These should be made available at all CIC’s NETWORK in TRIPURA State for the people in each BLOCK can access the information easily.
2. How each STATE Government is going to spend and allocate FUNDS allotted by Central Govt. to Districts, Blocks and Villages ? These information need to be available at all CIC’s for the benefit of People of NORTHEAST.
3. The break up of health spending under various departments say health, allocations to the PHC’s, CHC’s etc. All of these need to be made available at all 487 CIC’s of NORTHEAST STATES.
We would like to request you to use your good office to regularize the job of all CIC Operators under the IT department of the STATE or requesting to Govt. Of India to adopt all CIC Operators to continue this Service under Ministry of Communication and Information Technology (MCIT), Govt. of India.
We, as a group request for your kind consideration all these points for better future of CIC and ICT infrastructure of Block level. Without CIC, IT –empowerment at the grassroots level will not be possible, because CIC is the only Government oriented ICT infrastructure of Block Level.
NEC’s action will certainly boost to do better work in all of these 487 CIC’s in NORTHEAST.

Thanks for your email, which is very timely at least for us.
From the experience gained in the first phase of mass contact programme for Vision NER-2020, we are keen to utilise the IT infra-structure already available in CICs. They could also play a role in establishing communication links with the local community in areas where works funded by NEC are in progress.
With their enthusiasm and initiative, the two NIC Officers attached to NEC Secretariat (Shri Nongkhlaw and Mrs Passah) have been of immense help to us in developing useful programmes and running training classes. I had mentioned the point regarding the role that CICs could play in our programmes. Could we all meet on Tuesday the 24th January around 1100 hrs to discuss how best we could make use of CICs?

We are writing this letter on behalf of all 487 CIC centers Employees and Operators. We want you to make these centers as SHOWCASE for the rest of the country. All the following information in this email is gathered through email letters of different CIC’s and personal contacts of CIC’s.
Our efforts are to make these 487 CIC’s of NORTHEAST as REAL STAKEHOLDERS in implementing the eGovernance, RTI act and other Citizen Centric services through these CIC centers.
The CIC (Community Information Centre) project was started under the Ministry of Communication and Information Technology (MCIT) and was launched in August, 2002 with the help of State Government for extending ICT services to the rural people of the NE Region. The 487 CIC’s in the 8 North Eastern States including Sikkim.
NIC has done so much by establishing these 487 CIC’s in NORTHEAST and now do not go and give it to NGO’s. These NGO’s are not the REAL STAKEHOLDERS. Let CIC’s and LOCAL People of NORTHEAST participate.
Every CIC is well equipped with Good Infrastructure including one Server machine, five Client system, VSAT connectivity , two UPS (1KVA & 2KVA), one Laser Printer, one Dot Matrix Printer, one Web Camera, one TV with IRU (for video broadcasting) and are run by two Skilled Person.
CIC’s are playing an important role in the block level for the development of rural masses. CIC center of each District should be included as part of the district Administration’s eGovernance scheme.
CIC’s and others have come to know that DRISTEE FOUNDATION a Delhi based NGO has already signed a M. O. U. with the respective district administration of Sonitpur, Lakhaimpur for the implementation of e- governance. WHY THIS NEEDS TO HAPPEN ? What would they know ? No deals to be handed out like this. DO NOT FORGET THE REAL STAKEHOLDERS.
CICs are already there in each Block of the District with Govt. provided infrastructure and man power, the CICs can cater to the peoples need in a batter manner than an NGO and also to the Govt’s effort proper implementation of the e-governance program.
These 487 CIC’s can be used to develop IT Awareness among the masses and pace with the rest of the world like other states of India such as Karnataka where the people are already getting benefits from the projects like BHOOMI. These 487 CIC’s should be a part any e-governance program of NORTHEAST and in taking each district in NORTHEAST ahead in this process and in becoming a knowledge power as envisioned in the planning commission’s INDIA VISION 2020 document.

Recently Hon. Chief Minister launched Assam Small Farmers Agri-Business Consortium for the development of the farmers of Assam. The registration of the Farmer is going on through the CIC.
Through the Computer awareness training’s by CIC’s the IT knowledge among people is gradually developing. This should continue. Through these 487 CIC’s Northeast can become a force i the area for YOUTHS, SHG’s and others to know more information and gather information at all block levels.
Delivering E- Governance Service through CIC:-
Delivering E- Governance may be defined as delivery of Govt. Services and Information to the Public using Electronic means. Using IT in Government Services is an efficient speedy and transparent process for disseminating Information to the public and other agencies and for performing Govt. Administration Activities.
What will happen if CIC not continue after 5 years ?
CIC’s are in rural remote areas of NE Region. The facility of Satellite based Communication System of CIC’s help remote masses in various respects of IT development. After completion of this project, the Ultimate Rural Masses are going to suffer.
By the services of CIC’s the IT knowledge is gradually developing among rural masses. They are getting Internet services in a minimal cost.
The reliable Internet Communication System through VSAT, help students to collect their Information about various examination, results, education information, career guidance, downloading various forms etc.
Now through ASHA Service farmer registration and unemployed youth registration brings a great revolution among the rural people in the field of Agriculture, Horticulture, Pisci Culture and Business Marketing. They are getting every day market price list in CIC.
All Operators have been served in fix pay since inception of this project. Operators are dedicating their most vital part of life in this job for bringing the IT to the Rural masses. The value of commodities and services has been increased for the last three years. So we on behalf of all CIC Operators would like to request our government through you to give us some incentive from state Govt. as DA / Security of Livelihood. It will give us really encourage doing more hard works.
The main Objective of Establishing such CIC Centres is to provide Information and Communication Technology (ICT services) to the Rural masses in NORTHEAST. After spending such a huge Amount (nearly 200 Crores), the government have not introduce the services through CIC.

The CIC Project was undertaken for the five years only. The main motto was to bridge the digital gap of N.E. from the rest of India and world. The CIC has already reached its target has successfully achieved it. Besides the CICs of N.E. are doing well in many fields such as Computer literacy, Agribusiness, E-mail, providing many datas of govt. agencies through Enrich, Now the rural peoples are enough competent to run the computer and browsing the different websites of different agencies and availing the latest information, even now a days they are taking the full advantage of Internet to communicate with Doctors of different part of the country and taking their suggestion on different diseases. Many patients of APPLLO HOSPITALS of CHENNAI are always visit the CIC-LAKHIPUR, CACHAR, ASSAM and communicate with the Doctors for further prescription. These are made possible only for CIC. It is a great opportunity for us also to serve the people.
Now we are uttering for E-governance. Now the question arising
many like minded people are trying to implement E-governance Even we the
CIC people are also pursued this issues to Govt. agencies to implement
E-governance through CIC as it has well infrastructure to run the
E-governance. Now question arising why we fail to implement it.
Why the govt. is not keen to implement. Who will discuss these with Govt. as the Govt. is ultimate to implimewnt. No doubt that CIC is a project but we have to make it a permanent agencies so that the common people can avail the best services of modern world. It does not mean that as it is a project so it should be transferred to NGOs or Public Private Party (PPP) model. Why we can’t run it a permanent agencies or why it should not be regularized. The govt. has to think for it and the people related with the project must think positively that the gift of Central govt. has to be preserved for the services of the rural people and no one can do it except the NE people. So I request all the persons who are keen interest and related with this project to implement more and more G2C services with CICs and request to try hard to make it permanent govt. agencies so that the people of NE can avail the latest technology and services through CICs for ever.

A few more on CIC
When CIC ( Community Information Centre) project was launched in 2002 , as per guideline, the project would be funded by Central govt for five years and after that it would be either funded by State Govt or run by NGOs or any other means not clearly specified. As the 5 years tenure is nearing completion ( year 2007) and there is no any indication on its’ further continuation, CIC operators getting nervous with their future. They believe that taken over by State govt / NGO / State Govt Agency would bring them inevitable death.( I am also empathic on them).
CIC who has been working multi dimensionally in knowledge enrichment, bridging digital divide, community development, E- literacy, E-education, Knowledge Centre, E- commerce , SHG Resource & Training centre etc in rural area and the reason for not showing interest by Govt of India on its’ further continuation is painful when billions of rupees are being pumped and wasted haphazardly in rural area in the name of rural development.
When there are much hullabaloo on Knowledge Commission, RTI Act, VKC/ CSC , E-Business etc etc, the reason for not involving CIC raises eyebrows. May be another Tehelka is needed.

In effect, therefore, the right conferred on the citizen is an exhaustive one. It allows them to assess and examine every government decision, to study the reasons recorded by the government for taking a particular step, and to utilise information so gathered to ensure that government acts in a transparent and just manner.

Localization of Languages which is a MUST for EFFECTIVE Implementation of eGovernance, RTI Act and all other Acts of INDIA.
There are 18 to 20 official STATE languages in INDIA.
Only 5 % in INDIA speak English. Only 30 to 40 % in INDIA knows Hindi.
85 % to 90 % of people speak there own STATE LANGAUGE. We need to CATER to these people. This should happen in INDIA. GOI needs to think about this for it’s future. Real RTI Activists who are in the field knows about this problems.

Thanks a lot for your encouragement. CIC has potential to contribute to NE with large nos. of computer literate rural youths, infrastructure with satellite broad band connectivity, Uninterrupted power supply, a few clients with server etc. A few major websites on CICs i.e. http://cicserver.nic.in(to monitor the activities of CIC), http://cicvisuals.nic.in/(for visual daily attendance) , http://www.cic.nic.in(the centralized CIC portal) and many others.
CIC operators are working towards knowledge revolution in rural area and establishing a virtual knowledge Society in NE through their Network. CIC is working as Rural Knowledge Centre and a Common Meeting Ground for rural youths/ SHGs etc. Several NGOs viz. North East High Tech Society, People Advance & Rural technology, People for Animals, Subansiri Khabalu Dev Society, Community Development Forum – Dhkk ( constituted by students of CIC) are working in tandem with CIC.
Our plan is to introduce e-governance and other common services in CIC so as to make CIC as a back-end office of companies/ govt/ educational institutions in rural area which will create employment opportunities for educated unemployed rural youths as well as will be utilized as rural knowledge power house.
So far , we would be pleased if you can suggest us how/ where we can utilized our large pool of computer literate rural youths . Once broad band connectivity is established in rural area ( the progress of (Assam) State Wide Area Network Project is very slow), we may think for out sourcing services to rural area.

We have learnt from the news published on 12 April, 2006 in ‘Protidin’ that as per MOU the financial assistance so far extended to CICs in Assam expires. Now these CICs have either to be managed and finaced by our state or be asked the central govt. to extend the period of expiry of MOU. So far we have the information our state has not prepared any mangement model for smooth running of the CICs which are most beneficial for public and significantly important for the state goverment.
Running of the CICs on no-loss way is quite possible. Rather CICs can be profitably manage by the state govt. in addition to utilising them in serving the state / District administration . As such, considering all these aspects we reason that CICs in the state needs invariably to be placed under the state goverment.
We appeal your kind consideration of macro aspect of CICs management .

Thank you for sending the e_mail to ALL CIC. Lots of E_mail has come from different CICs to me. CIC Operators has expressed their hanging future in the respective mails. It really hurts me. We cannot push them in a dark future.
CIC is the only unique IT infrastructure of the North East and employed 974 youth. CIC is working ‘Two way Mode’ in entire region.
One is to disseminating different services to the people and make strong the globalize revolution. Another is to developing the economy to reducing the unemployment problem.
So, all of we have to find out a better solution to sustained CIC and its Operators. The Government assistance is very much needed for it

because
we have done lots till today since the establishedment of the
CIC’s in the North East. After the CIC established the rural
people get lots of benefits from it, now the questions is of our
future, because we do our duty truly and improve the IT sector in
most backward part of India i.e North East the administration
should prize to give our jobs regularization. Since the North
Eastern region always neleglected by the Central so we fight
against them then we will get success. On behalf of all the CIC

. Since last 5 yrs most of CIcs in assam have done lots for the Rual
mass and till now all the CIC operators are at stake.They all are
thinking of their future , what will be the next. On behalf of all the

Dear Friends,
First of all I wish U and UR Family welwisher a Happy New Year 2006.
It is very strange as State Govt.showing their poor interest for the
CICs mater.As a result around 438 CICO’s future hanging in
uncertainties. I know that all the CICO are eager to know any
positive outcome for the survival of CICs future from the movement
of AACICEA.But friend we should not expect much on the political
diplomacy and bureaucracy becoz they never say “NO” in any query
rather we should think slightly different before Assembly Election.
Time has come to raise our voice in democratic & systematic way with
people’s participation through media, News Paper, Press conference.
Even we can sit one day for DHARNA in Dispur with at least 219
CICO’s of Assam as I think . So that we can expose ourself to the
people of Assam for the greater interest of Assam.
Don’t know I am right or wrong in my views but at
least I will expect that CICO’s will do something positively for the
betterment of our future. Because we should think now before it too
late.

Thanks for your email, which is very timely at least for us.
From the experience gained in the first phase of mass contact programme for Vision NER-2020, we are keen to utilise the IT infra-structure already available in CICs. They could also play a role in establishing communication links with the local community in areas where works funded by NEC are in progress.
With their enthusiasm and initiative, the two NIC Officers attached to NEC Secretariat (Shri Nongkhlaw and Mrs Passah) have been of immense help to us in developing useful programmes and running training classes. I had mentioned the point regarding the role that CICs could play in our programmes. Could we all meet on Tuesday the 24th January around 1100 hrs to discuss how best we could make use of CICs?

We are writing this letter on behalf of all 487 CIC centers Employees and Operators. We want you to make these centers as SHOWCASE for the rest of the country. All the following information in this email is gathered through email letters of different CIC’s and personal contacts of CIC’s.
Our efforts are to make these 487 CIC’s of NORTHEAST as REAL STAKEHOLDERS in implementing the eGovernance, RTI act and other Citizen Centric services through these CIC centers.
The CIC (Community Information Centre ) project was started under the Ministry of Communication and Information Technology (MCIT) and was launched in August, 2002 with the help of State Government for extending ICT services to the rural people of the NE Region. The 487 CIC’s in the 8 North Eastern States including Sikkim.
Every CIC is well equipped with Good Infrastructure including one Server machine, five Client system, VSAT connectivity , two UPS (1KVA & 2KVA), one Laser Printer, one Dot Matrix Printer, one Web Camera, one TV with IRU (for video broadcasting) and are run by two Skilled Person.
CIC’s are playing an important role in the block level for the development of rural masses. CIC center of each District should be included as part of the district Administration’s eGovernance scheme.
We have come to know that DRISTEE FOUNDATION a Delhi based NGO has already signed a M. O. U. with the respective district administration of Sonitpur, Lakhaimpur for the implementation of e- governance. WHY THIS NEEDS TO HAPPEN ? What would they know? No deals to be handed out like this. DO NOT FORGET THE REAL STAKEHOLDERS.
CICs are already there in each Block of the District with Govt. provided infrastructure and man power, the CICs can cater to the peoples need in a batter manner than an NGO and also to the Govt’s effort proper implementation of the e-governance program. We would like to develop IT Awareness among the masses and pace with the rest of the world like other states of India such as Karnataka where the people are already getting benefits from the projects like BHOOMI. We would like to be a part of the e-governance program and in taking our district ahead in the process of India becoming a knowledge power as envisioned in the planning commission’s INDIA VISION 2020 document.

‘ASHA farmers’ registration. (to facilitated versatile information of agriculture)
Unemployed Youth Registration.
Regular Weather Report.
Public Distribution Report.
Market Price Information of Agricultural Commodity.
Digital Photography.
Online Conference.
Software and Web page Development
Income Certificates for cultivators/farmers
Income Certificate for services holders
Land holding certificates
Certificate copy of Electroal roll
PRC for Higher Education
Recently Hon. Chief Minister launched Assam Small Farmers Agri-Business Consortium for the development of the farmers of Assam. The registration of the Farmer is going on through the CIC.
Through the Computer awareness training’s by CIC’s the IT knowledge among people is gradually developing. This should continue. Through these 487 CIC’s Northeast can become a force i the area for YOUTHS, SHG’s and others to know more information and gather information at all block levels.
Delivering E- Governance Service through CIC:-
Delivering E- Governance may be defined as delivery of Govt. Services and Information to the Public using Electronic means. Using IT in Government Services is an efficient speedy and transparent process for disseminating Information to the public and other agencies and for performing Govt. Administration Activities.
What will happen if CIC not continue after 5 years ?
CIC’s are in rural remote areas of NE Region. The facility of Satellite based Communication System of CIC’s help remote masses in various respects of IT development. After completion of this project, the Ultimate Rural Masses are going to suffer.
By the services of CIC’s the IT knowledge is gradually developing among rural masses. They are getting Internet services in a minimal cost.
The reliable Internet Communication System through VSAT, help students to collect their Information about various examination, results, education information, career guidance, downloading various forms etc.
Now through ASHA Service farmer registration and unemployed youth registration brings a great revolution among the rural people in the field of Agriculture, Horticulture, Pisci Culture and Business Marketing. They are getting every day market price list in CIC.
All Operators have been served in fix pay since inception of this project. Operators are dedicating their most vital part of life in this job for bringing the IT to the Rural masses. The value of commodities and services has been increased for the last three years. So we on behalf of all CIC Operators would like to request our government through you to give us some incentive from state Govt. as DA / Security of Livelihood. It will give us really encourage doing more hard works.
The main Objective of Establishing such CIC Centres is to provide Information and Communication Technology (ICT services) to the Rural masses in NORTHEAST. After spending such a huge Amount (nearly 200 Crores), the government have not introduce the services through CIC.
We also want to request the following information need to be available at all 487 CIC’s for the benefit of people of NORTHEAST as per the RTI Act 2005.
1. Information on health plan spending and the new plans on NRHM – National rural health mission is not available on the State Govt. website. These should be made available at all CIC’s NETWORK in TRIPURA State for the people in each BLOCK can access the information easily.
2. How each STATE Government is going to spend and allocate FUNDS allotted by Central Govt. to Districts, Blocks and Villages ? These information need to be available at all CIC’s for the benefit of People of NORTHEAST.
3. The break up of health spending under various departments say health, allocations to the PHC’s, CHC’s etc. All of these need to be made available at all 487 CIC’s of NORTHEAST STATES.
We would like to request you to use your good office to regularize the job of all CIC Operators under the IT department of the STATE or requesting to Govt. Of India to adopt all CIC Operators to continue this Service under Ministry of Communication and Information Technology (MCIT), Govt. of India.
We, as a group request for your kind consideration all these points for better future of CIC and ICT infrastructure of Block level. Without CIC, IT –empowerment at the grassroots level will not be possible, because CIC is the only Government oriented ICT infrastructure of Block Level.
NEC’s action will certainly boost to do better work in all of these 487 CIC’s in NORTHEAST.
As citizens of India and as a group, we all of us on behalf of CIC Operators waiting for your decision in favor of CIC and CIC Operators.

IT could the key to North-east’s growth: DONER
New Delhi: Information technology sector could be the key to growth of the north-eastern region, a top official from the Ministry of Development of North East Region (DONER) said.
Speaking at a seminar on “Investment Opportunities in Information Technology Sector in NER”, Ministry of DoNER Joint Secretary H K Paliwal said, “North-east is the only region in the country to have IT access up to block levels. IT sector can be utilised for the growth of this region”.
He said it was for the local youth to make use of Community Information Centre, set up by the IT ministry in 457 blocks of the region, for training and information purposes.
However, though the region’s infrastructure had improved, the amount of investment inflow in IT to the region remained low, North Eastern Development Finance Corporation Ltd (NEDFi) CMD K N Hazarika said.
To attract IT investors to the region, Hazarika offered 13,000 sqare feet of developed space for setting up BPO centre in Guwahati, besides assuring financial assistance to entrepreneurs having viable projects.
He also said NEDFi- a financial institution- was ready to act as a facilitator for those who wanted to open up firms in the region.
Pointing out that 30 per cent of the employees working in IT enabled services sector of the country belonged to North East, Hazarika said they could be urged to come back and chip in to develop the IT sector of the region.
Also speaking on the ocassion IIT (Guwahati) Director Gautam Baruah said the presence of IIT should give filip to the software development centre, but added not enough engineers were available in the region.

NIC has done so much by establishing these 487 CIC’s in NORTHEAST and now do not go and give it to NGO’s. These NGO’s are not the REAL STAKEHOLDERS. Let CIC’s and LOCAL People of NORTHEAST participate.
Every CIC is well equipped with Good Infrastructure including one Server machine, five Client system, VSAT connectivity , two UPS (1KVA & 2KVA), one Laser Printer, one Dot Matrix Printer, one Web Camera, one TV with IRU (for video broadcasting) and are run by two Skilled Person.
CIC’s are playing an important role in the block level for the development of rural masses. CIC center of each District should be included as part of the district Administration�s eGovernance scheme.
CIC’s and others have come to know that DRISTEE FOUNDATION a Delhi based NGO has already signed a M. O. U. with the respective district administration of Sonitpur, Lakhaimpur for the implementation of e- governance. WHY THIS NEEDS TO HAPPEN ? What would they know ? No deals to be handed out like this. DO NOT FORGET THE REAL STAKEHOLDERS.
CICs are already there in each Block of the District with Govt. provided infrastructure and man power, the CICs can cater to the peoples need in a batter manner than an NGO and also to the Govt�s effort proper implementation of the e-governance program.
These 487 CIC’s can be used to develop IT Awareness among the masses and pace with the rest of the world like other states of India such as Karnataka where the people are already getting benefits from the projects like BHOOMI. These 487 CIC’s should be a part any e-governance program of NORTHEAST and in taking each district in NORTHEAST ahead in this process and in becoming a knowledge power as envisioned in the planning commission�s INDIA VISION 2020 document.

Recently Hon. Chief Minister launched Assam Small Farmers Agri-Business Consortium for the development of the farmers of Assam. The registration of the Farmer is going on through the CIC.
Through the Computer awareness training’s by CIC’s the IT knowledge among people is gradually developing. This should continue. Through these 487 CIC’s Northeast can become a force i the area for YOUTHS, SHG’s and others to know more information and gather information at all block levels.
Delivering E- Governance Service through CIC:-
Delivering E- Governance may be defined as delivery of Govt. Services and Information to the Public using Electronic means. Using IT in Government Services is an efficient speedy and transparent process for disseminating Information to the public and other agencies and for performing Govt. Administration Activities.
What will happen if CIC not continue after 5 years ?
CIC’s are in rural remote areas of NE Region. The facility of Satellite based Communication System of CIC’s help remote masses in various respects of IT development. After completion of this project, the Ultimate Rural Masses are going to suffer.
By the services of CIC’s the IT knowledge is gradually developing among rural masses. They are getting Internet services in a minimal cost.
The reliable Internet Communication System through VSAT, help students to collect their Information about various examination, results, education information, career guidance, downloading various forms etc.
Now through ASHA Service farmer registration and unemployed youth registration brings a great revolution among the rural people in the field of Agriculture, Horticulture, Pisci Culture and Business Marketing. They are getting every day market price list in CIC.
All Operators have been served in fix pay since inception of this project. Operators are dedicating their most vital part of life in this job for bringing the IT to the Rural masses. The value of commodities and services has been increased for the last three years. So we on behalf of all CIC Operators would like to request our government through you to give us some incentive from state Govt. as DA / Security of Livelihood. It will give us really encourage doing more hard works.
The main Objective of Establishing such CIC Centres is to provide Information and Communication Technology (ICT services) to the Rural masses in NORTHEAST. After spending such a huge Amount (nearly 200 Crores), the government have not introduce the services through CIC.
CIC’s and also others want to request the following information need to be available at all 487 CIC’s for the benefit of people of NORTHEAST as per the RTI Act 2005.
1. Information on health plan spending and the new plans on NRHM – National rural health mission is not available on the State Govt. website. These should be made available at all CIC’s NETWORK in TRIPURA State for the people in each BLOCK can access the information easily.
2. How each STATE Government is going to spend and allocate FUNDS allotted by Central Govt. to Districts, Blocks and Villages ? These information need to be available at all CIC’s for the benefit of People of NORTHEAST.
3. The break up of health spending under various departments say health, allocations to the PHC’s, CHC’s etc. All of these need to be made available at all 487 CIC’s of NORTHEAST STATES.
We would like to request you to use your good office to regularize the job of all CIC Operators under the IT department of the STATE or requesting to Govt. Of India to adopt all CIC Operators to continue this Service under Ministry of Communication and Information Technology (MCIT), Govt. of India.
We, as a group request for your kind consideration all these points for better future of CIC and ICT infrastructure of Block level. Without CIC, IT �empowerment at the grassroots level will not be possible, because CIC is the only Government oriented ICT infrastructure of Block Level.
NEC’s action will certainly boost to do better work in all of these 487 CIC’s in NORTHEAST.
As citizens of India and as a group, we all of us on behalf of CIC Operators waiting for your decision in favor of CIC and CIC Operators.

Your letter to CICs is really an encouraging one for the people who really want to serve people. e-governance would be great milestone for the upliftment of the village people if it can be implemented in the true meaning of the term.
Your effort will definitely be a great inspiration for us the CIC operators for we always been advocating that the CICs in North-east have the good infrastructure to implement e-governance because CICs are set up in every block of the North-east with V-SAT and these are easily reachable by the village people.
We, the CIC operators know it very well how much the villagers have to bear all the trouble to go to town to get their work done.
So, if the govt. really want to uplift the villagers and to save their money and also to make them aware of things then can avail the services of CICs.
Actually, MCIT had this idea as they said that CICs are meant to bridge the Digital as well as communication gap.
e-governance would be a big step forward to make the CICs sustainable and important office. We are already offering the services of training,
printing at cheap govt. price, give information of exam. results, job
information, online admission, railway ticket reservation, PAN card etc.
So, we the CICans are in a good position to help to implement
e-governance. Actually CICs, I would like to repeat that the CICs are set up in rural areas(in every block) for the rural people for their
upliftment, then why these can not be used for a further step. You sir
really doing a commendable job. But a team work will really make it more
easy.
The CICs under NIC in North-east and Jammu-Kashmir have the right
infrastructure for that. We the CIC operators are working on a fixed
salary on a kind of contract for the last four years and it seems to have been a burden on both state as well as central govt. to make the CICs sustainable. Our advocacy in this regard seems to be a futile one so far.
So, your help in this regard is solicited not that our jobs will be
confirmed but it will be a boost to the upliftment of the rural people.

CIC is the only unique IT infrastructure of the North East and employed 974 youth. CIC is working ‘Two way Mode’ in entire region. One is to disseminating different services to the people and make strong the globalize revolution. Another is to developing the economy to reducing the unemployment problem.

Sir it is high time to declare a clear vision for CIC
and its Operators future. CICOs are working hard in
different segment since its inception. Last Assembly
Election of Assam, CIC Operators had play a majore
role to success its IT part. They did updated data,
designing forms,checking mails and informed respective
officers etc.
CIC is a now essential parat of the system, So We hope

This is a matter of great concern that inspite of better performance and the need of the people of North Eastern States including J&K,the Deptt. of Information Technology is hesitating from ensuring a secure future for CIC Operators.
These CICs have been providing services in the form of Training,IT Awareness among the students and masses,mailing ,and other informative sevices like uploading the current govt and non govt. helpfull information.
I think the govt of India and J&K govt is playing a game with the CIC operators.
The Cic operators are well qualified and have the ability to manage CIC Centre in acheieving the goal of IT revolution in Country.
I dont think why GOI and J&K Govt fail to decide over future of CIC Operators when they would have reached their age bar i,e 37.
Most of the CIC Operators working in J&K are 35 aged.When the project would be over there would be no chance for them to apply for a govt job after that.
I hope that honourable minstriry of Comm & It will have to ponder upon this so as save the future of CIC Operators in various states.
This is matter of concern for we people in India and in J&K as a whole.

CIC become definitely success to close the gap between the N.E. India and

Now, CIC have more infrastructure and highly qualified manpower for its
smooth running. So, it is necessary for more improvement of CIC
including some G2C services like e-governance with the support of Govt.
of India for few more years.
Sir, I also request for the job permanency of CIC operators because
maximum no. of such personnel’s service age will be expired after one or
two years. So, if it is continue profit will be in triangle like
Community by getting services, Govt. by revenue and operators without
cause of unemployment problem.

MSF Jiribam intensifies stir
IMPHAL, Jun 26: As a subsequent step of its movement to provide the basic infrastructure of Jiribam Community Health Centre and in response to the indifference of the authority concerned despite several protest movements like picketing of Government offices in Jiribam, the Manipuri Students’ Federation (MSF) Jiri Branch has intensified its stir.
A statement issued by the Jiri Branch of MSF disclosed that it has kept under lock the ADC office of Jiribam which was earlier left untouched. Moreover for defying its restrictions on the office of Jiribam Block Congress Committee (I), the office was again re-locked today while all the other State offices are still kept locked.
As of now, the ZEO office of Jiribam is kept bey- ond the purview of the protest movement as it is dir- ectly responsible for sch-ool education in Jiribam, mentioned the statement while cautioning that if the deficiencies of the Jiribam Community Health Centre are not fulfilled immediately , ZEO office might face the same fate as other offices.
The student body further claimed that all the State machinery in the Jiribam sub-division have been totally paralysed.
It noted that the Jiribam CHC does not serve only the people of Manipur but also people of many other neighbouring villages including the Manipuris of Barak valley, Assam.
The student further maintained that all its written complaints and appeals are not to decorate the tables of officers concerned and its protest movements are not meant to entertain the authority concerned.
If the demands of the Jiribam people are not met by June 30, MSF would impose a 24 hour general strike at Jiribam with effect from 4 am of July 1, warned the student body.

At first I would like to thanks Mr. Bachchu Paul for his important
views. During the last 4 years CIC Project is emerging as a most
successful one and gets overwhelming response from all sorts of
people. People from remotest part of north-east India specially
the people living in high hilly terrain, Char Areas, and other
geographically isolated areas get the benefit of ICT services as
mentioned by Mr. Paul. CIC familiarized those people with many
facets of ICT and now the needs for such services are growing
among them.
Regarding the completion of CIC Project I would like state that according to MOU between the Central and State Govt. after the completion of 5 years every State Govt. has to take over the charges of CIC. Now at this stage when the ICT services becoming an indispensable part of our life it will be the responsibility of State Govt. to continue the existence of CIC as there is no other alternative possible for our rural people.
At present CIC project funded by Central Govt. are running smoothly and are providing ICT services to rural masses. It will be really painful and injustice if CIC will be stopped only because of its maintenance headache
and shortage of fund.

In response to ur query I want to share some of my view points regarding
CIC and Why 487 CIC job should be permanent.
CIC is a Project under Ministry of Information Technology, GOI, was set up
with an aim to provide IT enable services through online and offline
systems in the year 2002 and it has already completed 4 years. CIC is
located in every Block HQ. of each District.
CIC is almost success without any parent department. BUt to make CIC 100%
successful, the project period must be extended. Our first priority is to
make the the rural people Computer literate. Then only they will be able
to understand the use of CIC and what its benefits and what services they
can avail from CIC.
As we all know that Education is a never ending process and Government has
yet to achieve the 100% success on literacy. Same in the case of Computer
literacy. To make the rural mass Computer Literate CIC Project should be
extended like DPEP, Sarba Siksha Abhijan Project etc.
Regarding job permanency, I request the Hon’able Govt. of India and Govt.
of Assam thruough this mail to permanent our job under any department.
Because all the 487 CIC operators are under great dilema and also will be
the case age bar afetr the completion of the project. We all the operators
are feeling insecurity regarding our job.

At first I would like to thanks Mr. Bachchu Paul for his important views.
During the last 4 years CIC Project is emerging as a most successful one
and gets overwhelming response from all sorts of people. People from
remotest part of north-east India specially the people living in high
hilly terrain, Char Areas, and other geographically isolated areas get the
benefit of ICT services as mentioned by Mr. Paul. CIC familiarized those
people with many facets of ICT and now the needs for such services are
growing among them.
Regarding the completion of CIC Project I would like state that according
to MOU between the Central and State Govt. after the completion of 5
years every State Govt. has to take over the charges of CIC. Now at this
stage when the ICT services becoming an indispensable part of our life it
will be the responsibility of State Govt. to continue the existence of
CIC as there is no other alternative possible for our rural people.
At present CIC project funded by Central Govt. are running smoothly and
are providing ICT services to rural masses. It will be really painful and
injustice if CIC will be stopped only because of its maintenance headache
and shortage of fund.

We, on behalf of all the CIC Operators of Assam, would like to submit a memorandum for your kind initiative and suggestion for the greater interest of the CIC Project as well as the people of Assam.
As you are aware that the CIC (Community Information Centre) Project under the Ministry of Communication and Information Technology (MCIT) was launched in August, 2002 for extending ICT (Information & Communication Technology) services to the rural people of the country. There are 487 CICs in the 8 (Eight) North Eastern States including Sikkim. Out of which 219 CICs are in Assam.
CIC is equipped with Computers, VSAT connectivity, Uninterrupted Power Supply, Laser & Dot Matrix Printers and Television sets with IRU (for video broadcasting) and are run by 2 (two) Operators per CIC.
In the last 3 years & 10 months the CICs have been able to familiarize rural North East with the many facets of ICT.
CICs have been providing citizen centric services like ———
Agricultural market information to the farmers.
Veterinary related teleconsultancy services.
Providing Information about Different Government Schemes and Forms (like Kutirjyoti,PMRY,Kalpataru, CMSY, old age pension etc)
On- Line PAN card apply
Postal Information
Air & Railway reservation.
State & National level exam results to the students.
Educational Information
Online Share Trading.
Internet Banking.
Cell one Duplicate Bill
On-line Business.
CIC has played an important role in the last Parliamentary Election, which includes i) uploading latest election results on the web, ii) various data entry works, iii) installation & maintenance of computer hardware & software provided to the election observers.

Other important contributions which needs special mention like ——–
Browsing Center : A RURAL INTERNET CAFÉ , where from a student to 70 yrs. old person can surf / chat / mail in a convenient and easy way in support of CIC Operators.
Training : CICs have been providing computer education to the office staff and local youth ( Employed and unemployed), Teachers, Housewives & students by imparting various Certificate Courses like CCC / DOEACC / IGNOU etc.
Communication : All the communication is passed through E-Mail among different office, Dist. H.Q. to Sub Division and up to the Circle and vice versa. WT Massage / Official Progress Report / downloadable materials / office messages etc. from the district level authority to the circle level, block level authority are delivered by CICs only.
B.P.L. Computerization : Each Block, CIC worked for 3 – 4 months by inserting an average of 30-40 Thousand House portfolios.
Hosting Websites : All CICs have launched their websites, where the local databases in each facet like land revenue, social forestry, agricultural sector, health sector, education is also uploaded by the CIC only.
Moreover, the Central and State Government has also taken initiative to utilize the CICs as nodal centres for implementation of e-governance.
Now, slowly and steadily the CICs are becoming an indispensable part of our society as well as the State Government.
In this regard, we would like to furnish the following few points for your kind consideration and necessary action.
Regularization of job of the CIC Operators:-
In this project altogether 438 persons have been employed in Assam and all are working very hard to provide quality service to the rural masses. We have been employed on a contractual basis for 5 (Five) years. This makes our future and the project very uncertain. We would appeal to you in the greater interest of the people of Assam that CICs serve to adopt a long term view of the project and accord it a permanent status. We would also request you to use your good office to regularize the job of all the CIC operators of Assam either under Assam Government or under the Ministry of Communication and Information Technology (MCIT), Govt. of India.

E-Governance:-
We would also appeal to you for speedy implementation of e-governance through CICs. CICs is equipped with all necessary infrastructure and manpower for its implementation. Though in few CICs e-governance have been implemented but for its overall success each and every CICs of Assam should be given the responsibility for providing this major service. The Government of Assam can do this without spending a single penny only through CICs.
Online medical support:-
We are ready to provide Telemedicine / Teleconsultancy / Online Medical Help. But for that we need your help through the concerned Health Department, Govt. of Assam for necessary services. Here we will go for Video Conferencing but the Govt. of Assam may kindly allot consultant doctors from G.M.C.H. (Guwahati Medical College Hospital). By doing so Assam will be figured in the national / international level in providing ICT services in the rural areas.
Disaster Management:-
CICs can play a big role in Disaster Management. CICs are having VSAT connectivity. So in this regard, CICs can be very useful in providing – 1) Weather information, 2) Satellite images, 3) Recent earthquake information, 4) Cyclonic storm warning etc. which we are already providing.
As you are aware that the then Prime Minister of India Late Rajiv Gandhi had a dream to Computer literate all people residing both in urban and rural India. After 12 years of his Good Office the Project “Community Information Centre” came to the North –Eastern States of India and presently it is extending to Jammu & Kashmir. This Block level IT architecture may achieve the Gandhi’s Dream
Thus CIC is not just an office but a friend of destitute, a friend of Scholars, a friend of Local Business man, a friend of students and a friend of farmers. So, we think we have to keep alive this institution at any cost.
We want to take Assam in the global arena. Now, your kind attention will boost the future of CIC’s.

Thus, CICs are playing a vital role in facilitating communication and information exchange. They are using technology to its best capacity to improve the lives of the people here and now CIC is going to be so called FRIENDS (Fast, Reliable, Instant, Efficient, and Network for Disbursement of Services) for North Eastern India.
CIC is a Project under Ministry of Information Technology, GOI, was set up with an aim to provide IT enable services through online and offline systems in the year 2002 and it has already completed 4 years.

June 28: Employees of the Community Information Centres (CICs) in this Lower Assam district are facing an uncertain future despite Dispur’s policy to upgrade the administration with e-governance facilities and bridge the rural-urban digital divide.
The CIC project under the ministry of communication and information technology was launched in Dhubri in August 2002 with the aim of connecting the geographically isolated northeastern states and Sikkim through information and communication technology services.
There are 487 CICs in the seven northeastern states and Sikkim. Of these, 219 are in Assam.
A source in the Dhubri CIC said the five-year project funded by the Centre would be completed in the stipulated period. But in the absence of any policy adopted by the state government, CIC operators are facing an uncertain future.
Ashraful Islam, secretary of Dhubri district unit of the All Assam CIC Operators’ Association, said the concept of CICs had received an overwhelming response from everybody despite Dhubri being a socio-economically backward area.
Dhubri has 14 CICs and 28 employees. In the past three years and 10 months since their inception, the CICs have become popular with people in the rural areas.
Islam said since CICs were set up across the district, over 83,000 users had used Internet services.
He said 2,004 people had so far been trained in computer fundamentals and advance courses by the CICs. The centres earned revenue to the tune of Rs 14,15,151 till March 31, 2006.
The downside is that the services of CIC operators, who deserve the most credit for the success of the project, continue to be employed on contractual basis for five years.
“This makes our future and the project very uncertain. In order to get a fair deal from the Centre as well as the state government, the state-level association submitted a memo to the Assam governor and we from Dhubri district handed a memorandum to agriculture minister Pramila Rani Brahma, recently,” Islam said.
The operators are demanding regularisation of services either under the Assam government or the Union ministry of communication and information technology.

But, we have to place our demand to make CICs permanent to avoid its vulnerability. because a hale and hearty mind is important is very important for any work-force.
I don’t think with mere 5,500.00 rupees a CICan can be satisfied and devote completely to work. It does hamper to work.
So, govt. should understand the plight of the CICans and importance of IT. CICs could well be included under the deptt. of IT.
IT at today’s date is an indispensable one to the modern life. And if we really want to proceed with others in this 21st century, govt. must come forward.
