Wants state governments to have ownership in e-governance projects

NEW DELHI, INDIA: The Centre is for power-decentralisation for successful implementation of the National e-Governance Program (NeGP), and wants the state governments to have take ownership in the implemented projects.
Ashis Sanyal, senior director and head of the department of e-Governance program management unit under the department of information technology, disclosed the strategy to CyberMedia News here on the sidelines of the Microsoft Government Leaders Summit.
“We want the state governments to take ownership, as the local governments know what is important for them and what is not. The Centre wants each and every line ministry and department to be part of the NeGP roll-out in their respective states. At the Central level we will assist them by providing support in terms of identifying a list of consultants, and technologies, however, the state governments will have the final word. We do not want to sit in Delhi and decide what will be best for the states, in such a diverse country like India,” he said.
Sanyal said that language was an important issue in the NeGP roll-out. “Language is an important issue and it has to be solved by localisation. We are also creating an ecosystem for resolving this issue for the success of NeGP,” he informed.
When asked about the tentative plans of the centre to adopt mobile governance or m-governance, due to the mobile penetration in the country, Sanyal said that a though process has to be evoked in the system.
“Technological issues play a major obstacle in M-governance. When it comes to delivery of services on multimedia on mobiles, huge bandwidth is required. Same is the case of the form factors of mobile phones which should be enabled with encryption technologies,” he said.
“E-governance will completely change the way of budgeting by both the state and central governments, and will also bring in transparency by reducing corruption in the system,” Sanyal added.
