Jaya questions Umashankar’s suspension, says he is being victimised

CHENNAI: Rallying behind suspended IAS officer C Umashankar, AIADMK supremo J Jayalalithaa on Wednesday alleged that the dalit officer was being victimised by the DMK government in Tamil Nadu for “exposing and questioning the atrocities” of chief minister M Karunanidhi’s family.

Reacting to the suspension of the 1990 batch IAS officer on the charge that he had entered the civil services using a bogus community certificate, she said it was the responsibility of the Union Public Service Commission (UPSC) to vet the antecedents of every recruit and verify all their certificates. “When this is so, the Karunanidhi government suddenly claiming that Umashankar had entered the service using a forged community certificate gives room for speculation on the reasons behind this,” she said in a statement.

Jayalalithaa said Umashankar was appointed as managing director of Arasu Cable Corporation (ACC), which was launched in 2007 following a rift in Karunanidhi’s family. More than Rs 400 crore was invested in ACC for sophisticated electronic receivers and fibre-optic cable networking. However, once there was a reconciliation between Karunanidhi’s close family members and his grand-nephews, the Maran brothers, he was shunted out of ACC, she charged.

Earlier, in 2006, when Umashankar was MD of the Electronics Corporation of Tamil Nadu (ELCOT), it floated a joint venture company with New Era Technologies Ltd called ELNET, she said and added that ELNET, in turn, launched a subsidiary company called ETL Infrastructure Ltd. “This company purchased 25 acres of land at Pallikaranai near Chennai and constructed an IT park of 17 lakh square feet. It also got IT special economic zone status from the Centre by projecting itself as a subsidiary of the state-owned ELCOT. But later, ETL became a wholly privately-owned company,” the AIADMK chief said. She alleged that the officer was shunted out from ELCOT after he raised questions about the disappearance of it subsidiary from records along with its Rs 700 crore assets.

Umashankar had fallen foul of the Jayalalithaa regime of 1991-96 too. He first came into prominence when he detected irregularities in construction of cremation sheds when he was an official in Madurai district. Later, a CBI investigation was ordered into the scam and the trial is still going on.

ELCOT Call for OSS partnership and support // LUGs may join ELCOT’s efforts

Dear all,
TamilNadu is one of the pioneers in the use of OSS. Already 6500 computers have reached the village panchayats in linux environment under Panchayat computerisation programme.
It is heartening to note that almost all the young IAS officers want only OSS be promoted in their respective offices/jurisdiction. This calls for a quick and efficient role from ELCOT to support the current initiatives of Govt of TN in the area of OSS.

ELCOT looks for partners and volunteers who can join ELCOT's efforts to promote OSS in  Government functioning.
Already certain companies have expressed willingness to join.
ELCOT is shortly setting up an open source support centre in its corporate office to support government organisations adopting OSS. The support would be for operating system (open suse & Fedora core 5), database (Postgresql) and openoffice.org suite.
ELCOT needs large number of OSS volunteers to make this initiative a public owned effort. ELCOT runs a call centre. This would be upgraded to include support for OSS queries. A website needs to be built to support the volunteers who wish to join the effort. ELCOT is shortly finalising a vendor for the web portal development for this.

LUGs from Chennai and other areas are requested to join the initiative.

ELCOT is the implementing agency for TamilNadu’s plan for State WAN using OSS

TamilNadu had drawn up a massive plan to bring in State Wide Area Network connecting all the  district collectorates, Taluk offices, Block offices and Revenue Divisional Offices across the state.
ELCOT is the implementing agency.
Each Collectorate would get between 8mbps and 12 mbps depending on the number of telecom operators in that district. The telecom operators were given right of use of public roads and other public areas to lay the cable by the Government on the condition that each operator would provide 2mbps line free of cost wherever the operator's OFC lines pass through Government offices.
Each other office  in the district would get at least 2 mbps connectivity.
The tender for the requirement had already been floated.
Tender opening is slated on the 22nd of June 06.

The entire technical specifications for the State WAN had been made OSS compliant.

It is heartening to know that free and open source solutions, standards
and systems would be insisted in panchayat offices. I hope I may make a

Good, but it may be better to lay vendor neutral standards so that the
conditions do not operate to exclude, say FreeBSD which does not use the
linux kernel, but supports KDE, GNOME, much of gnu, postgresql, apache,
php etc. Debian GNU/Linux distro is just as good as suse or fedora.
Though FOSS generally expands as "Free and Open Source Software", it is
more appropriate to use the _expression to cover "Free and Open Standards
and Software" systems.

There are several open standards used widely for several decades now:
1) POSIX maintained by IEEE
2) Programming Language "C" and SQL standards maintained by ANSI
3) HTML, XML, CSS, DOM and other web standards maintained by W3C
4) OpenOffice file document standards maintained by OASIS
5) HTTP/1.1 by NCSA
6) Scripting standards by ECMA, etc

The above standards are widely implemented with free software whose
license terms:
1) allow use of the software for any purpose
2) allow free redistribution
3) allow modifications to the software with source code
4) allow redistribution of modified versions along with source code

The tender conditions may prescribe the above conditions, which are
vendor neutral. The linux kernel and gnu, FreeBSD and other free
implementations of the POSIX standard would easily qualify and at the
same time it gives an equal opportunity to any existing proprietary
system, that has developed an implementation of the open standard to
participate if they could release it as free software for free
redistribution along with source code. Vendor neutral terms would make
the tender _unassailable_ – particularly when ours is a welfare state
which has a constitutional obligation to support socialist principles
that pervades the world wide free software movement.

They should disclose full details about the hardware, the method of
accessing the registers in the device etc. The vendors could very
easily avoid discriminating against free software to promote the
monopoly of any single proprietary vendor. Consumers of hardware
certainly have the right to know all particulars about the products in
the market, and the condition would certainly send a strong and clear
message to the vendors to adopt fair practices.

I hope I could also request that government may encourage the use of
"Free Software" terminology over "open source", which is merely a
marketing program for Free Software.

People who had not used Openoffice.org alone tend to pirate Msoffice. The fact is that people can use open office and get away from the "Pirate" guilt.
Open office is more advanced than Msoffice because it offers cross platform compatibility on the one hand (Linux and windows) and open office <-> Msoffice cross migration. One can save an open offiice document in word format and open all MSoffice files, including excel and power point in open office.
 These two vital facilities are not available in Msoffice.
Open office also has a built in pdf writer. The latest build of linux comes with pdf reader (Adobe) version 7 which has all the facilites as compared to windows. The free pdf creator facility is the third advantage.
Of course the best advantage, that is free of cost offer is the first thing to start with when one uses open office.

ELCOT had made it mandatory to the OEMs to install open office in all the desktop and server systems procured through ELCOT.
Currently we are processing a huge procurement order (over 2500 desktops and 700 servers). In all these systems,  by default open office.org, cute pdf writer, adobe ver.7 etc have been made mandatory.

ELCOT would assist the users to get accustomed to open office environment.
Support, if any from individuals and research institutions in TamilNadu is welcome.

On 15-6-06, ELCOT commenced its OSS training activites, starting with its own employees.

All the officer level employees numbering over 25 took part in the training on 15th June. Their laptops were converted into OSS (Open Suse 10.0) a day earlier. The MD took up the teacher's role. Whatever the MD showed on LCD projector was tried by the trainees on their laptops.
The following inputs were given in the first phase:
1. Logging in
2. Creating new user
3. How to disable automatic log on for users other than the root users.
4. How to enable password less log on for users other than root users.
5. Browsing the hard disk
6. Browsing the DVD/removable media.
7. How to configure (customise) the auto mount for removable media.
8. How to change the desktop environment.
9. How to configure the display using Control Centre /YAST
10. How to configure network device – wireless and ethernet network using YAST. (Wireless network was configured and shown during the training. Internet connectivity through wireless LAN was demonstrated).
12. How to operate the control centre using root privilege (YAST)
13. How to use terminal window to quickly ascertain network IP address configuration and to use ping commands.
14. Using Xine – DVD/Movie player.
15. Open office. org – OO Writer –  The whole OO writer suite was explained and compared with Ms-word.
16. Open office.Calc – compared with Msexcel –  upto chart creation was explained.
17. Open office.impress – compared with MS power point presentation.
18. How to hibernate a laptop using the suspend keys.

The officers were now given an option either to use the existing MS operating system or switch over to Open suse 10.0.
The next session is for the rest of the employees. Their desktop machines are getting converted to Redhat and Open suse.
Redhat has come forward to  assist the migration. As of now, ELCOT's system adminstrator himself does the migration cum training the employees on linux installation procedure.

[eGovINDIA] ELCOT invites Redhat, Novell, IBM and Oracle to take part in OSS promotion in government

 ELCOT proposes to set up a software support centre for assisting Government organisations to configure their application software for e-governance.
In addition to that ELCOT had proposed to set up an Open source Research and Development centre as per Government orders dated 16-2-2004.
Government had earmarked a sum of Rs.1 lakh as token assistance sum towards setting up of R and D centre to promote Open source software. The project is to be implemented by ELCOT. Keeping this sum as seed money, ELCOT had proposed to set up a full fledged OSS support centre, including call centre manned by linux certified professionals to provide online support to Government users in TamilNadu.
In this connection, invitations have been sent to Redhat, Oracle, IBM and Novell to take part in this exciting project. One round of discussions had already been held with these companies. All the companies have expressed their keen interest in joining the initiative. Firm commitment letters are expected from them shortly.

ELCOT has 28000 sqare feet built up area in a prime location which is at present being used by Sutherland Technologies on rent for running their BPO training centre. This centre would host the proposed software/OSS support centres.

♦ The Bidder must provide distribution to designated points, installation training

infrastructure support, replacement and 'customer carry in to nearest service

center' warranty maintenance services for 1(one) year to the end user.

♦ Bidder must have its own coordination office in Guwahati for the supply and

allied services, preferably with a 24X7 call center facility, along with adequate

stores of reserve replacement equipment and spares. In addition it must have a

network of facilities of its own or by formal arrangement so that it can provide

distribution, installation support, replacement and warranty maintenance services

all over the State of Assam with not less than one such facility in each District

headquarter of Assam.

♦ Bidder must have had an average annual turnover of at least Rs. 50 (fifty)

crores per year from Sales of Desktop PCs, Peripherals and related accessories

in the 3 financial years ending 31/03/2006, 31/03/2005 & 31/03/2004.

♦ Bidder must have the production/procurement capability to execute such bulk

equipment supply orders in single (non-staggered) transaction in short duration.

♦ Bidder must maintain sufficient qualified and competent staff recruited from

and based in the state of Assam to provide requisite distribution, installation

support, after-sales service & maintenance all over the State of Assam.

♦ Bidder must have sufficient arrangements with patent/copyright holders in

respect of Technology/licenses etc.

♦ Bidder must be able to provide solvency certificate from all its Bankers.

♦ Bidder must be able submit a letter from a bank/financial institution that is

willing to advance funds for execution of supply or must have sufficient reserves

as per the audited financial statements.

♦ Bidder(s) must be able to provide, in event of award of the supply order underthis tender to him (them), (1.) a performance Bank Guarantee of amount equal to

30% the entire Supply order amount for a minimum period of 180 days, issued by

any scheduled Bank in India having at least one branch in Guwahati, Assam. (2.)

a performance Bank Guarantee of amount equal to 10% the entire Supply order

amount for a period upto the date of expiry of all warranties, issued by any

scheduled Bank in India having at least one branch in Guwahati, Assam.

♦ Bidder

must

have

requisite

authorizations

and

clearances

from

Govt./Statutory/Tax authorities that enable it to execute such a supply order in

the state of Assam.

♦ Any entity participating in the bid, what-so-ever may be the capacity shall

ensure that its involvement/participation/association is strictly limited into a

single bid. This, however, is not applicable to the Exempted List.

♦ It is to be ensured by the bidder that the equipment brand (except the

Exempted List) quoted in his bid, referred hereinafter as Quoted Equipment

Brand, is quoted exclusively in one and only one bid and that all the units (such

as Desktop PC, Monitor, Keyboard and Mouse) of that Quoted Equipment Brand

(except the Exempted List) are such that they are integrated, sealed by and sold

under the patented/copyright brand name of an OEM company only and the OEM

company to whom the Quoted Equipment Brand (except the Exempted List)

belongs, has necessarily participated in that bid only, whether directly or through

a partner or as a part of a consortium.

♦A bid submitted shall contain only one quote and only as per format andmanner defined in the detailed tender document. The bidder shall ensure that the

equipment quoted by him fulfills at the least the specifications of the equipment

mentioned hereinabove.

Such Tenders must contain 1. The Technical Bid 2. The Commercial Bid, as

defined in the tender document along with related documents, and along with

evidence of fulfillment of criteria and conditions of the Tender and strength in respect

of the same.
