Prospect of ‘Information’ in rural development::: a note on CICs achievement

‘Information’ is the basic need of socio-economic development of a nation.

 

Both centralize and decentralize government keep and use ‘information’ regarding the whole community to prepare plans and strategy to uplift the status of living in a socio-economic, socio-culture and specific development meant.

But in India the sub-continental, it is seen that about 68% of people living below poverty line (BPL) though it has completed about 58 years of independent and a democratic government is ruling on all states and its centre which implies the developmental activities is a big ZERO. It by no means that the centre didn’t implemented any schemes, plans and policies yet. The Centre already executed the few Yearly and five Year plan where spent millions of crores of its revenues. Expenditure on development fund day-by-day increasing but the growth is lacking behind. It indicates wide drawbacks in preparation & execution of schemes, plans and policies.

 

‘Father of nation’ Mahatma Gandhi felt that without involvement of people from grassroots level the policies might be defective. He repeated the fact of rural development in concern to the nation’s growth. The result was the TRUE*** Panchayati Raj Institution later became the indispensable part of the Government.

 

In India the sub-continental among more that hundred crores of population, a few politically adopted ruler can’t be prepared proper policies, plan and schemes to cover all the people of different caste-religion and languages. Another most distinctive cause is geographical dissimilarity.

 

Due to geographical dissimilarity, lack of knowledge, transparency in government policies the people from grassroots level unable to involve government activities directly and policy maker also not aware about the local needs sometimes. That is one of the causes of failure of government policies.

 

Now a day, the modern day technology IT which is also extended to the both government and non-government activities enable rapid socio-economic development and bring the area closer to the national mainstream. There are three views on ‘Data’ by various body is stated as 1) ‘Data’ is public asst 2) ‘Data’ is private asset and 3) ‘Data’ is none an asset.

 

If we consider the ‘Data’ is a public asset view the idea of implementing project Community Information Centre (CIC) was a right decision by the then Vajpayee lead NDA government. The objectives and services by CICs definitely achieves the goal of increasing knowledge of rural community, involvement of various socio-economic activities and the public exchanging their views through IT tools directly or indirectly. IT is the sexy and tangible way of storage and accessing of information. In this process ‘information’ can be accessed repeatedly without any loose. The CIC project may be considered under ‘Data’ public asset view. The CICs will not only facilitate the region to avail the benefits of global connectivity through Internet, but it will also bring the region closer to national mainstream by enabling more efficient and fastest information flow amongst the people other state governments and the central government. The It infrastructure set up at CICs assisted the concern state governments to plan IT-based citizen-centric applications (e-Governance) making government services available through the CICs. Tremendously CICs changed the IT arena in the blocks of North-Eastern States and Jammu & Kashmir.

Presently, a question arises concern to the permanent existence of CICs beyond 2007 as the funding to the project by Ministry of Communication & Information Technology will ended on 2007. The Union government mentioned in the MoU to hand over the CICs to the concern states government. But still the states governments to prepare policies to adopt the project bring the permanent shape. It demoralizes the 1244 number of employees in 622 CICs including 135 nos CICs in J&K regarding their future prospect.

 

I appealed on behalf of all the 1244 CIC Operators, families and greater rural communities to continue funding by MCIT to CICs make a permanent shape. The DIT also may consider to re-structure CICs as a block level NIC unit under the same ministry and they share fund with the other rural development departments like Panchayat, Rural development, MoNERD, Humar resource developments etc….

 

The arguments of exist permanent existence of CICs is –

 

1) CIC is only the public (government) run ICT infrastructure in block area.

2) It helps concern state government’s works to prepare plan & policies.

3) It is is the only knowledge based platform for all group of rural communities.

4) Through this CICs public involves in all governments activities either directly or indirectly.

5) CICs extending computer literacy to the various groups of rural community in a ease mode.

6) The cost-effective services in CICs helping the poor rural people to test the test of IT.

7) Helping rural poor people by its e-services like e-marketing, e-share trading, weather information, News, job portals, e-ticketing and other web enabled services to uplift their economic conditions.

8) Directly 1244 nos. of family getting employment support from government and indirectly CIC’s may assist to more than 5-10 lacs of educated youth as well as livelihoods to set up their own business model.

9) CICs and its manpower may be uses in all developmental activities of the nations.

10) As the SWAN will be implemented in every sub-division HQ and state HQ CICs also may keep closer to it. CICs may be utilized by government in the single window systems of e-governance.

11) The dream of Rajiv Gandhi to netting North-Eastern states by modern technology will be transferred into reality if CICs become block IT hub in NE states.

This is hereby request to the concern authority to implement more and more ICT enabled services in CICs and extend the infrastructures to other states of the nations. So that, India become IT super power and substantial development will be swifter.

 

The Union government should continue funding for CICs and support CICs to permanent existence. The traditional blame of negligence for N-E states by centre is as old as its independence. So, centre should deeply consider this emotional matter for the human resource engaged in it and the future of communities of greater backward area. Because no one can denied that ICT is only the tool for rapid over all growth of a civilized community.

 

Tip: TRUE= yet to test the actual Gandhian Panchayati Raj services in India.

Jammu, July 1: Two former diplomats, an economist and a jurist were today named as heads of four of the five joint working groups announced by the Prime Minister, Dr Manmohan Singh to establish a credible mechanism to give concrete shape to ideas emanating from the second roundtable conference on Kashmir.

Mr Mohammad Hamid Ansari, who heads the National Commission for Minorities, will chair the working group on creating additional confidence building measures in the state, it was announced here.

The group will evolve, among other things, an effective rehabilitation policy for those affected by the separatist violence in the state.

A former diplomat, Mr Ansari has also served as vice-chancellor of the Aligarh Muslim University.

Former foreign secretary, Mr M K Rasgotra will head the group on easing procedures for people-to-people contacts across the Line of Control that divides Kashmir between India and Pakistan.

It will also look at the possibility of increasing goods traffic across the LoC as well as opening new routes at Kargil, in Jammu and Kashmir, and Skardu, in Pakistani Kashmir.

Former Reserve Bank of India governor, Dr C Rangarajan will head the group on economic development of Kashmir. It will evolve strategies aimed at increasing job opportunities and boosting balanced regional and sub-regional development.

Former chief justice of India, Mr Justice A M Ahmedi will head the group that will deliberate on the special status of Kashmir in the Indian Union.

Former Planning Commission secretary, Mr N C Saxena has been approached to head the group on good governance. His consent is awaited, official sources said.

This group will also aim to strengthen local self-governance and implementation of the Right to Information Act.

Addressing the concluding session of the two-day roundtable conference in Srinagar on May 25, Dr Manmohan Singh said the five groups will further the dialogue process in the strife-torn state.

National e-Governance Plan “NeGP” plan is to take all Government Services to the Doorstep of Citizens of INDIA.

Jammu and Kashmir has allready well established 134 COMMON SERVICE CENTERS “CSC”.  These were established by DIT-MIT-NIC in Jammu and Kashmir covering entire State.

The Jammu and Kashimr State has problem in taking over these 134 CIC’s of Jammu and Kashmir immediately after the term ends. 

NeGP should make plans to include these 134 CIC’s of Jammu and Kashmir and fund these for FIVE more years so that  Jammu and Kashmir STATE can take over the 134 CIC’s of Jammu and Kashmir.

We request, National e-Governance Plan “NeGP” to fund these established  134 CIC’s of JAMMU and KASHMIR  for FIVE more years and deliver eGovernance in JAMMU and KASHMIR.

NeGP by including these 134 CIC’s of JAMMU and KASHMIR as part of 100000 CSC’s and  funding these CIC’s of JAMMU and KASHMIR, can take all Government Services to the Doorstep of Citizens of JAMMU and KASHMIR

134 CIC’s of JAMMU and KASHMIR can be used to IMPLEMENT most of the eGovernance activities of JAMMU and KASHMIR,

134 CIC’s of JAMMU and KASHMIR can be used to all other required programs for CITIZENS of JAMMU and KASHMIR.

In view of the successful implementation of the CIC Project in the North Eastern States it was decided to extend the same to other parts of the country. The first state to be taken up was the state of Jammu and Kashmir. This was due to the fact that the barriers for access to ICT, such as difficult geographical terrain and lack of infrastructure which were found in the North Eastern states were also an issue for Jammu and Kashmir. It was felt that the basic needs of citizens such as information, education, entertainment and health services can be addressed through the establishment of Community Information Centres in the state. These centres would serve as a platform for e-governance, e-learning and other IT enabled services in the state. In the first phase it decided to cover 60 of the total 135 blocks in the state and at present the distribution of centres set up district wise in the state is as follows:

These 60 CICs are operational and have started providing services to the citizens. The next phase covering the remaining 75 sites will be implemented in 2005.  


Infrastructure and Management

Each Centre is well- equipped with infrastructure including one server machine, five client systems, one each of a Laser Printer, Dot Matrix Printer, modem, LAN hub, TV, Webcam and two UPS (1KVA, 2 KVA). Each Centre is connected to the network through a remote VSAT.

Each CIC has two CIC Operators (CICOs) for managing the centers and providing services to the public. CIC operators have been trained to manage the centres, provide services and impart training on basic computer operations and software packages to visitors.

COMMUNITY INFORMATION CENTRES (CICs)

North Eastern States :- Department of Information Technology (DIT) has implemented a scheme for setting up of 487 Community Information Centres (CICs) at Block Headquarters in the 8 North Eastern States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim using Information and Communication Technology (ICT) to accelerate socio-economic development of the region with projected outlay of Rs 242 Crores. Project has been implemented by NIC/NICSI.

Each CIC is manned by the 2 trained CIC operators. Each CIC is equipped with 1 Server, 5 Client Systems, VSAT, Laser Printer, Dot Matrix Printer, Modem, LAN Hub, TV, Webcam, 2 UPS and Software. In addition 78 Post Offices in the North Eastern States have been provided with a computer and peripherals for connectivity with CICs. All CICs are operational and are providing Internet access and IT enabled services to facilitate citizens interface with the Government. For more information, click here.

Setting up of 68 additional CICs in the newly created blocks of North East has been taken up. CIC at Nathula Pass in Sikkim near the Indo-China border has been commissioned.

Jammu & Kashmir :- Based on the experiences and performance of the CIC project in the North Eastern States, the replication of the same scheme has been taken up for setting up of 135 CICs at the Block Headquarters in the State of Jammu & Kashmir with projected outlay of Rs 40.67 Crores. 116 CICs have been set up and are providing Internet services, computer education and training to local community / government offices and school children. Andaman & Nicobar and Lakshadweep Islands :- The scheme has been extended for setting up of 41 CICs in the Government Schools of Andaman & Nicobar Islands and 30 CICs in the Government Schools of Lakshadweep Islands with projected outlay of Rs 21.75 Crores. Project is being implemented by ERNET India. In view of the successful implementation of the CIC Project in the North Eastern States it was decided to extend the same to other parts of the country. The first state to be taken up was the state of Jammu and Kashmir. This was due to the fact that the barriers for access to ICT, such as difficult geographical terrain and lack of infrastructure which were found in the North Eastern states were also an issue for Jammu and Kashmir. It was felt that the basic needs of citizens such as information, education, entertainment and health services can be addressed through the establishment of Community Information Centres in the state. These centres would serve as a platform for e-governance, e-learning and other IT enabled services in the state. 

In the first phase it decided to cover 60 of the total 135 blocks in the state and at present the distribution of centres set up district wise in the state is as follows:

These 60 CICs are operational and have started providing services to the citizens. The next phase covering the remaining 75 sites will be implemented in 2005.  


Infrastructure and Management

Each Centre is well- equipped with infrastructure including one server machine, five client systems, one each of a Laser Printer, Dot Matrix Printer, modem, LAN hub, TV, Webcam and two UPS (1KVA, 2 KVA). Each Centre is connected to the network through a remote VSAT.

Each CIC has two CIC Operators (CICOs) for managing the centers and providing services to the public. CIC operators have been trained to manage the centres, provide services and impart training on basic computer operations and software packages to visitors.

The government has raised the budget of the proposed project aimed at bridging the digital divide in the Northeast by over Rs 100 crore. The estimated cost is now held to be around Rs 220 crore.

According to sources, the government will invest in community information centres (CIC) which will act as cyber cafis in each of the approximately 484 blocks in the entire North-East.

The CICs will initially have five terminals, which will later be increased as per the need. The centres will be using very small aperture terminals (V-Sats).

The sources pointed out that a pilot project has already been implemented and once the project is fully operational  in about a year's time  the effort will be to replicate the Jammu and Kashmir model.

Under the pilot project, these information centres have been equipped with the state-of-the-art technologies. Items of expenditure include maintenance of equipment, training of personnel and their deployment at these centres.

Earlier this year, the standing committee on information technology had said that the funds allocated by the IT ministry to expand the CIC project to the entire north-eastern region was grossly inadequate at Rs 57 crore.

"During the year, 457 new CICs are being planned in all the North-East states at a cost of Rs 57 crore.

Although it is a commendable measure, the committee finds that the fund allocated for the new CICs is grossly inadequate, as 30 CICs were set up last year at a cost of Rs 15 crore, whereas this year 457 CICs are being planned with Rs 57 crore only," the committee had noted in its report.

Meanwhile, the government has reconstituted the erstwhile North-Eastern and Border-area IT Action Force (Nebita) for assisting in the preparation of five-year and annual IT plans for the region, including Sikkim.

There will be focus on creating awareness about benefits of IT and HRD in infotech and communication.

The North Eastern Council is the nodal agency for the economic and social development of the North Eastern Region which consists of the eight States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.

The North Eastern Council was constituted in 1971 by an Act of Parliament.The constitution of the Council has marked the beginning of a new chapter of concerted and planned endeavour for the rapid development of the Region.Over the last twenty five years, NEC has been instrumental in setting in motion a new economic endeavour aimed at removing the basic handicaps that stood in the way of normal development of the region and has ushered in an era of new hope in this backward area full of great potentialities.

North Eastern States :- Department of Information Technology (DIT) has implemented a scheme for setting up of 487 Community Information Centres (CICs) at Block Headquarters in the 8 North Eastern States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim using Information and Communication Technology (ICT) to accelerate socio-economic development of the region with projected outlay of Rs 242 Crores. Project has been implemented by NIC/NICSI.

Each CIC is manned by the 2 trained CIC operators. Each CIC is equipped with 1 Server, 5 Client Systems, VSAT, Laser Printer, Dot Matrix Printer, Modem, LAN Hub, TV, Webcam, 2 UPS and Software. In addition 78 Post Offices in the North Eastern States have been provided with a computer and peripherals for connectivity with CICs. All CICs are operational and are providing Internet access and IT enabled services to facilitate citizens interface with the Government. For more information, click here.

Setting up of 68 additional CICs in the newly created blocks of North East has been taken up. CIC at Nathula Pass in Sikkim near the Indo-China border has been commissioned.

Jammu & Kashmir :- Based on the experiences and performance of the CIC project in the North Eastern States, the replication of the same scheme has been taken up for setting up of 135 CICs at the Block Headquarters in the State of Jammu & Kashmir with projected outlay of Rs 40.67 Crores. 116 CICs have been set up and are providing Internet services, computer education and training to local community / government offices and school children. Andaman & Nicobar and Lakshadweep Islands :- The scheme has been extended for setting up of 41 CICs in the Government Schools of Andaman & Nicobar Islands and 30 CICs in the Government Schools of Lakshadweep Islands with projected outlay of Rs 21.75 Crores. Project is being implemented by ERNET India. These CICs would serve the dual purpose of education and training as well as providing IT enabled services to populace. 2 CICs have been established and made operational at Car Nicobar and Campbell Bay in Andaman & Nicobar Islands.
